As an indispensable part of the national market economy,small and medium-sized enterprises have created a large number of jobs and lightened the national employment burden,and played a pivotal role in the process of developing the national market economy.Smes typically have the following characteristics over larger companies: small scale of operation,single production activities,insufficient asset strength,weak market competitiveness,weak risk tolerance,etc.Based on the above characteristics of small and medium-sized enterprises,they face more obstacles in the development compared with large enterprises,mainly reflected in: high operating costs,low profit margin,single source of financing,excessive tax burden,etc.Therefore,in order to solve the development problems faced by small and medium-sized enterprises,the Chinese government has always issued various policies according to the economic environment to encourage all sectors of capital to flow to SMES,to increase their financing sources,alleviate the difficulties faced by SMES in financing,and promote the healthy development of small and medium-sized enterprises.This thesis is committed to the research on the financing support policies for SMEs.First,it expounds the relevant concepts of SMEs,so as to have a basic concept category for SMEs.Then it exposes the current financing status and existing support policies for SMEs.Then it analyzes the support policies issued by the government and the credit policies of financial institutions,and finds out that some policies do not agree with the development of SMEs.In view of the problems found,in combination with the current situation of social and economic development in China,in order to promote and encourage financial institutions to support SMEs’ financing,this thesis seeks support from three dimensions: improving fiscal and tax support policies,improving financial support policies,and improving supporting services and facilities to support SMEs’ financing,in order to solve the financial problems faced by SMEs,so as to enhance their market competitiveness and innovation vitality,We will promote the healthy and vigorous development of small and medium-sized enterprises.Through the analysis and research of the current relevant policies,we found that the support policies are insufficient and the support orientation is wrong,To reflect in: first,through the establishment of small and medium-sized enterprises special financing funds to support small and medium-sized enterprises financing service system and public service system construction by means of financial support,incentives or purchase of services;Second,we will encourage financial institutions to provide more financing support to small and medium-sized enterprises and improve their financing environment.Third,we will encourage various service institutions for small and medium-sized enterprises to improve the quality of their services to enterprises.The effect of the current policy is mainly reflected in the development of SME financing situation;comprehensive financing cost,and credit information exchange.The main problems are as follows: first,the fiscal and tax support policy system and the supervision system are not perfect,so it is difficult to play an effective role and deterrent to the financing parties,the lack of supervision over the implementation of fiscal and tax support funds has led to the irregular use of funds from time to time,crowding out the quota of support for SMES,the uneven allocation of resources by financial institutions has made credit resources very progressive in less developed regions,while there is a surplus of credit resources in developed regions,and insufficient support for financing guarantees,because of the lack of industry standard and legal basis,such as guarantee ratio and guarantee ratio,and the difficulty in disposing the collateral for financing guarantee,the profit level of financing guarantee industry is insufficient,third,the public services are not in place,the supporting policies and public services are not effectively integrated,the various functional departments of local governments are responsible for their own responsibilities,and there is a lack of effective communication,it is difficult to realize the effective integration of public service resources,and the credit information system is not perfect,which leads to the inefficient use of policy resources.In the light of the problems found,this thesis puts forward some suggestions for improving the financing support policy of small and medium-sized enterprises.It is suggested that fiscal and tax policies to support SME credit should be formulated at the legal level,that the relevant powers for policy formulation should be concentrated in the legislative bodies,that preferential fiscal and tax policies should be clarified in the form of laws and regulations,and that computer technology should be used in conjunction with such policies,with the help of big data tracking technology,we can monitor the process of capital use in real time,improve the efficiency of supervision and exert the supervision mechanism effectively.To encourage banks to extend credit to small and medium-sized enterprises by means of optimizing subsidies,optimizing incentives for bank assessment,establishing credit risk compensation funds,establishing and perfecting the cooperation mechanism between government,banks and enterprises,and perfecting the financing guarantee system,etc.To alleviate the financing difficulties of small and medium-sized enterprises.To encourage service agencies to provide quality services and promote efficient interaction among service agencies by optimizing the administration of tax collection,establishing a professional management platform and establishing an assessment mechanism for each service agency,to integrate various preferential resources to serve the financing of SMES.
