At present,China ’s economic development is in a process of qualitative change,from high-speed growth to high-quality development.The problems to be faced and solved in different stages of development are also different.Tax policy adjustment,institutional reform and the emergence of emerging economies have brought certain impact on tax compliance.The illegal means and methods of taxation under the market economy in the new era have presented new characteristics,making tax authorities face higher regulatory difficulties and law enforcement difficulties.In the face of the above situation,the common practice of all countries is to build a tax risk prevention and control mechanism,which is also an advanced concept of modern tax management.China can also improve China ’s tax management system based on this concept,so as to enhance tax governance capacity and promote tax modernization.How to integrate the capital flow,information flow and product flow of many taxpayers with the basic data of tax collection and management,tax declaration data and external tax-related data in the tax system by means of big data,and use risk identification model to identify and analyze the acquired and collected data,so that the data can speak,and then carry out intelligent prediction and tax risk management and control,and use database concept and information technology analysis means to comprehensively analyze all kinds of data,which is a problem that must be considered to strengthen tax risk prevention and control and improve tax governance ability.From the perspective of the purpose of risk prevention and control of F City Taxation Bureau,this thesis makes a concrete analysis of the current situation of tax risk management of F City Taxation Bureau from the aspects of institutional setting,risk management process,risk prevention and control measures and effectiveness,points out the problems existing in risk prevention and control from the current situation and analyzes the causes,and leads to the idea of the construction of ’ intelligent control integration ’ risk prevention and control mechanism,including the construction of ’ intelligent control integration ’.The objectives and principles of risk prevention and control mechanism are expounded,and the overall framework and risks of constructing ’ intelligent control integration ’ risk prevention and control mechanism are constructed by relying on three platforms : internal control supervision platform,intelligent analysis and monitoring platform of tax risk and intelligent platform of discipline inspection and supervision.
