In recent years,the digital economy has developed rapidly,innovated actively,and radiated widely,becoming a new driving force and engine for economic growth in various industries.The 14 th Five Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Long Range Goals for2035 mention that we must adhere to the path of socialist rural revitalization with Chinese characteristics,prioritize agricultural and rural development,comprehensively promote rural revitalization,and accelerate agricultural and rural modernization.In January 2020,the country issued the Rural Development Plan for digital agriculture(2019-2025),which proposed the idea of building a digital agriculture countryside from multiple dimensions,such as improving the basic data resource system,strengthening digital production capacity,and improving production,operation,management and service capabilities.The No.1 central document of the Central Committee of the CPC in2023 pointed out that the most arduous and arduous task of building a socialist modern country in an all-round way is still in the countryside,and proposed to promote the application of agricultural big data and promote the development of smart agriculture.Therefore,it is of great significance to seize the development opportunity of digital economy industry and promote the Digital transformation of agricultural industry to promote the development of rural revitalization.This paper mainly studies the theory,current situation,level and influencing factors of the development of digital agriculture.The first part is the introduction.This article mainly elaborates on the research background and significance,and summarizes and comments on existing relevant literature.On this basis,the research content,framework,and methods were determined,and the innovation and shortcomings of this article were proposed.The second part is the theoretical analysis of the development of digital agriculture.This paper defines the concept of digital agriculture,expounds the relevant theoretical basis of digital agriculture,and analyzes the internal dynamic mechanism and influencing factor mechanism of the influencing factors of digital agriculture development.The third part is the current situation of China’s digital agriculture development.Mainly from the development of digital agriculture internal factors and external factors to analyze the current situation.The fourth part is the measurement and evaluation of China’s digital agriculture development.Build the development index system of digital agriculture,and measure the total development index of digital agriculture and the three sub indexes of digital agriculture development environment index,digital agriculture technology facility index,and digital agriculture industry benefit index by using the entropy method.This paper analyzes and evaluates the general index and sub index of digital agriculture development from the national,regional and provincial levels.The fifth part is the empirical analysis of the influencing factors of China’s digital agriculture development.The panel data of 30 provinces in China from2013 to 2020 are selected for empirical analysis using panel fixed effect model and panel quantile regression model,and robustness test and regional heterogeneity analysis are conducted.Finally,conclusions are drawn based on the empirical results.The sixth part is the policy recommendations,and puts forward relevant countermeasures to promote the further development of digital agriculture.The main conclusions of this paper are as follows: First,the development level of digital agriculture in China is generally on the rise,but there are large differences between regions.The development level of digital agriculture in the eastern region is significantly higher than that in the central and western regions,both from the overall index of digital agriculture development and from the sub indexes of various dimensions.Second,the panel quantile regression results found that in the early stage of the development of digital agriculture,when the development level was low,financial support for agriculture expenditure,rural human capital and agricultural technology innovation had a greater role in promoting the development of digital agriculture;In the middle of the development of digital agriculture,fiscal expenditure on agriculture support,rural human capital,digital technology support and agricultural technology innovation all play an obvious positive role.In the later stage of digital agriculture,fiscal expenditure on agriculture support,agricultural technology innovation and rural human capital play a major role.Third,from the perspective of regional heterogeneity,fiscal expenditure on agriculture in the eastern and central regions has a greater impact on the development of digital agriculture than in the western regions;The impact of digital technology support,rural human capital and agricultural technology innovation on the development of digital agriculture is more significant and greater in the western region;The construction of transportation has a more significant positive impact on the eastern region.The innovation of this paper is to study the internal dynamic mechanism of digital agriculture development and the mechanism of influencing factors,and creatively use the panel quantile regression model to explore the role of various influencing factors on the development of digital agriculture under different quantile.However,because there is no unified statement on the definition and connotation of digital agriculture at present,the indicator system constructed from this is also very different,and the indicator system constructed in this paper needs to be further improved.This paper studies the five main factors that affect the development of digital agriculture,and other factors that affect the development of digital agriculture need to be further explored and studied in the future.
