| General Secretary Xi Jinping pointed out in the report of the 20 th National Congress of the Communist Party of China: "While fully affirming the remarkable achievements made by the party and the country,we must also be soberly aware that the masses are facing difficulties in social security,and many problems in employment,education,medical care,childcare,old-age care,housing and other aspects." Finding solutions to problems from historical experience is a way to pay attention to in China with a long history,especially as one of the most important changes in the history of Chinese economic thought,which is more worthy of study and reference.Therefore,from the perspective of public goods supply,the study of Xifeng reform thought has contemporary significance.On the eve of the Xifeng Reform Law,the Northern Song Dynasty faced the problem of insufficient total supply and low quality of public goods due to the deterioration of the financial situation;The imbalance of the supply structure of public goods caused by information asymmetry and the misalignment between the source of fiscal revenue and the income of public goods supply;Inefficiency in the supply of public goods due to insufficient total supply and structural imbalance.In order to solve the above problems,Xifeng changed the law to put forward the proposition of "managing the world’s wealth with righteousness",which became the core content of Xifeng’s economic policy thinking.The original intention of the economic policy of "managing the world’s wealth with righteousness" was to solve the financial crisis of the Northern Song Dynasty from the aspects of increasing fiscal revenue and adjusting the structure of fiscal expenditure,and through the analysis of the gains and losses of fiscal revenue policy and fiscal expenditure policy,it was concluded that this economic policy increased the country’s fiscal revenue,improved the country’s financial situation,and solved the problem of public goods supply faced by the Northern Song Dynasty to a certain extent.However,at the same time,in the long run,the practice of economic control suppressed the normal development and prosperity of the commodity economy,disrupted the market order,violated the operation law of the market economy,suppressed the active commodity economy of the Northern Song Dynasty,hindered the normal development of the commodity economy,and caused great harm to the long-term development of the national economy.Finally,the enlightenment of the law change to the supply of contemporary public goods in China includes: adhere to the government-led public goods supply and multi-subject common development;Restrictions and supervision of the power of providers of public goods;cultivate virtue and fairness in the civil service;Improve the mechanism for expressing public goods needs;Adhere to the people-centered development thinking. |
