Our territory is vast.It has an important historical contribution and prominent practical status.Resource-based cities,as an important base for the strategic protection of energy resources,are important supports for the sustainable and healthy development of national economy.However,at present,the international political and economic uncertainties and instability are on the rise,and the unbalanced and unsustainable problems of domestic economic development are prominent.Due to the problems and the challenges,the sustainable development of resource-based cities faces severe challenges.Based on this,the state issued a national special plan for the sustainable development of Resource-based cities in December 2013: “ the National Sustainable Development Plan for Resource-based Cities(2013-2020)”.Under the background of sustainable development in our country,industrial enterprises in resource-based cities must take certain measures in order to comply with the new requirements and regulations put forward by "Planning" and not be eliminated in the increasingly fierce market competition.On the one hand,these measures help enterprises accelerate technological innovation and transformation development of enterprises,and improve business performance.But on the other hand also challenges the enterprise manpower,material resources and finance.Therefore,what is the impact of the implementation of the "Planning" ? Will it affect the performance of industrial enterprises in resource-based cities? This paper selects measurement indicators to represent enterprise performance from three dimensions: enterprise profitability,development ability and risk bearing level respectively.From the perspective of the coordination between enterprise performance and environmental sustainable development,this paper attempts to explore the effect of the implementation of the "Planning" on the performance of local industrial enterprises in resource-based cities.In order to explore the effect of the implementation of the "Planning" on the performance of industrial enterprises in resource-based cities,this paper adopts the method of combining quantitative analysis and qualitative analysis.First,it reviews the previous literature and economic theories.Then carries out mechanism analysis and puts forward research hypotheses.Based on theoretical analysis,this paper chooses 1,422 A-share listed industrial enterprises from 2007 to 2020 as the time range for research.In the selection of methods,the implementation of the "Planning" is taken as a quasi-natural test environment,and the difference-in-difference method is used to carry out an empirical test.In addition,in order to make the research results more targeted,this paper explores the heterogeneity of the "Planning" effect from three perspectives: enterprise type,urban growth stage and urban location.The results show that the implementation of the "Planning" improves the performance of local industrial enterprises in resource-based cities.Specifically,profitability increased by 2.62%.Development capacity increased by 2.35%.But the effect on the level of risk taking was not significant.Heterogeneity test results show that the implementation of the "Planning" has a more significant effect on the performance of non-resource-based industrial enterprises or industrial enterprises located in mature and declining cities.In addition,it has the most significant driving effect on the profitability of industrial enterprises in the northeastern region,and has a more significant effect on the development ability of industrial enterprises in resource-based cities in the central and eastern regions.Finally,based on the research conclusions,this paper puts forward relevant policy suggestions for the improvement of industrial enterprise performance and the development in resource-based cities.
