In order to further standardize the management of small and medium-sized enterprises(SMEs),the Ministry of Industry and Information Technology issued the "Interim Measures for the Administration of the Gradient Cultivation of High-quality Small and Medium-sized Enterprises" in June 2022.The "Measures" put forward an evaluation index system and grading standards for the innovation capability of highquality SMEs,aiming to provide guidance for the gradient cultivation of their innovation capabilities.However,the innovation capability evaluation index system constructed in the "Measures" has problems such as narrow coverage of evaluation indicators,a large span of innovation capability grading standards,and a lack of evaluation methods,which provide limited help for the improvement of enterprise innovation capabilities.High-quality SMEs are the main force for the country to implement the innovationdriven development strategy,and the open innovation paradigm is conducive to the improvement of their innovation capabilities.Thus,on the basis of the innovation capability evaluation index system in the "Measures",this study uses literature research and expert interviews to sort out five first-level indicators and 19 second-level indicators of innovation capabilities of high-quality SMEs under open innovation.The cloud model and DEMATEL are applied to calculate the weights of each indicator.Combining the "Measures" and grading standards from government’s authoritative documents,the evaluation levels of innovation capabilities of high-quality SMEs under open innovation are refined.A 5-level evaluation standards,including basic achievement and full achievement,is proposed.Taking into account the fuzziness and randomness issues in the innovation capability evaluation process,the cloud model and evidence theory are used as the innovation capability evaluation method.First,the basic probability assignment of evidence theory is realized with the help of the cloud model.Second,due to the different influences of decision-making experts and the credibility of the evaluation information provided,the evidence correction coefficient is obtained after analyzing the evidence from within and between,and the evaluation information is corrected using the correction coefficient.Finally,the improved evidence theory is used to calculate the corrected evidence,and the final evaluation result is obtained through a linear combination using the indicators’ weights.By evaluating the innovation capability of a technologically advanced "little giant" enterprise,the effectiveness of the index system and evaluation model constructed in this paper is verified.The example shows that by combining the cloud model and evidence theory,the impact of uncertainty in the evaluation of innovation capabilities of highquality SMEs under open innovation can be effectively reduced.This provides a feasible approach and idea for the evaluation of innovation capabilities of high-quality SMEs.
