| In recent years,the scale of my country’s cross-border e-commerce has been expanding significantly.In the context of global trade experiencing the threat of uncertain factors such as the new crown pneumonia epidemic,high inflation,and geopolitical wars,my country’s cross-border e-commerce relies on a relatively stable social and living environment.The advantages of online transaction ordering and contactless door-to-door delivery still maintain a relatively high growth rate,which has become a highlight of my country’s import and export foreign trade.In this context,due to the rapid development of the industry,non-standard and non-compliant behaviors are also rapidly accumulating risks,which pose challenges to the sustainable and healthy development of cross-border e-commerce.In order to solve the above problems,the author uses CNKI,various journals and other literature channels to understand and summarize the current situation of crossborder e-commerce customs supervision and development,from the cross-border ecommerce comprehensive test areas and pilot cities to the similarities and differences of customs supervision codes and processes,From the various components of the crossborder e-commerce industry chain to the regulatory responsibilities of various government departments,and finally positioned in the customs,through the investigation and investigation of some cross-border e-commerce import companies,logistics companies and customs staff engaged in cross-border e-commerce supervision Interviews to understand the current status and main problems of customs supervision of cross-border e-commerce imports,and use digital governance theory to analyze customs supervision of cross-border e-commerce imports,and found that there are fragmented supervision,lack of digital service capabilities,weak existing digital supervision,At the same time,we actively learn from international intelligent supervision cases,and draw experience from the customs of developed countries such as South Korea,Singapore,and the Netherlands,and actively use external data,build a mutually beneficial cooperation mechanism,and promote the construction of digital systems.Provide inspiration in cross-border e-commerce import supervision.Finally,under the framework of digital governance theory,the author compares the three pillars of reintegration,needs first and digital transformation in the theoretical framework of digital governance,and proposes to realize the integration of regulatory resources,improve digital service functions,improve the level of digitalization,and establish a digital talent strategy and other reform directions,providing countermeasures and suggestions for the customs to continue to optimize its own regulatory form to adapt to the current level of social and economic development. |
