Study On Optimization Of Outgoing Audit Evaluation System Of Natural Resources Property

With the establishment and implementation of the audit system for the departure of natural resource assets of leading cadres,the role of natural resource assets in economic construction is becoming increasingly significant.How to construct and improve the audit evaluation system for the departure of natural resource assets of leading cadres in China has also attracted the attention of scholars.The Central Committee of the Communist Party of China attaches great importance to the construction of ecological civilization,and explicitly proposes to make the audit of natural resource assets of leading cadres’ departure as an important component of ecological civilization performance evaluation.It actively explores the evaluation index system of natural resource assets of leading cadres’ departure audit.The audit of the ecological functions undertaken by leaders at all levels during their term of office is conducive to the rational development of natural resources,the protection of the ecological environment,the integration of the responsibilities of leaders at all levels during their term of office and after their departure,the promotion of China’s economic construction and ecological civilization development,and the realization of the "Five in One" strategic policy.However,this work is limited by factors such as the characteristics of natural resource endowments and differences in the positioning of main functions in different regions.Accurately and objectively evaluating the performance of leading cadres has become an urgent problem to be solved.Therefore,conducting in-depth research on the role of departure audit in practical work,improving and optimizing the evaluation index system,is the top priority of the current departure system construction.This article summarizes the relevant research results at home and abroad,analyzes the practical experience and existing problems in selecting indicators for the Party Central Committee,ministries,and audit institutions at all levels,and summarizes the difficulties in constructing the current evaluation indicator system.On this basis,the established natural resource asset departure audit evaluation index system will be used as a breakthrough point,and the performance ability of leading cadres will be the research object,clarifying the construction principles,methods,and processes of the index system.Taking the natural resource asset departure audit of A city’s leading cadres as an example,the constructed evaluation index system is applied.Based on the process and application results,optimization plans are proposed to construct a new evaluation index system,and relevant index weights are sorted out for application,ultimately forming optimization suggestions.This article innovatively proposes an optimized evaluation index system from a research perspective.Based on the establishment of the current departure audit system,research shows that the optimization of the evaluation index system for natural resource asset departure audits is closely related to national policies and guidelines.The optimized evaluation index system in this article provides objective standards for the scientific and rigorous evaluation of natural resource asset departure audits for leading cadres,which helps to promote the standardization of natural resource asset departure audits for leading cadres Systematization reflects its impartiality,scientificity,and authority.
