Historical Construction And Practice Path Of Innovative Development Concept In New Era Research

At present,a new round of scientific and technological revolution and industrial restructuring is taking place rapidly on a global scale.Strengthening innovation strength and mastering core science and technology have become key factors for countries to seize competitive advantages in this round of industrial restructuring.After the outbreak of the financial crisis in 2008,countries were deeply aware of the importance of innovation for sustainable national development.On the one hand,developed countries led by the United States,Japan and Germany accelerated the improvement of domestic comprehensive innovation strength,trying to dominate the ranking of global innovation index.On the other hand,it has suppressed other developing countries,especially China,for a long time by imposing tariffs,technological blockade and other means.As China enters a new era of socialism with Chinese characteristics,a series of new circumstances,such as the transformation of China’s economic growth mode,the aspiration of its people for a better life,and the blockade of core technologies in developed countries,urgently require China to change its development model and shift its growth drivers.As an inexhaustible driving force for national prosperity,innovation is of great significance for breaking the bottleneck of national development and transforming the development model.Since the reform and opening up,the Party and the state have,based on the basic national conditions,summarized the theoretical achievements and practical experience of innovation at home and abroad,and made scientific planning and adjustment of the country’s innovation and development policies in different historical periods and stages of development.From "Science and technology are the primary productive forces" to the implementation of the strategy of "rejuvenating the country through science and education" and then to the implementation of the strategy of "innovation-driven development",a complete theoretical system of innovation has been formed,laying a profound theoretical and practical foundation for the concept of innovative development.After a long period of national practice and exploration,the Fifth Plenary Session of the 18 th CPC Central Committee in 2015 formally proposed the implementation of the new development concept,and the concept of innovative development was formally proposed as the first new development concept.The concept of innovative development is a new breakthrough in the theory of innovative development of the Communist Party of China and the latest achievement of the Marxist theory of innovation in China’s practical practice.It is an important theory in line with China’s basic national conditions and basic laws of development,and will be of great guiding significance for China’s further development no matter when.Based on the perspective of the study of Marxist Sinicization,this paper conducts a systematic study on the concept of innovative development since the reform and opening up,summarizes the four development processes of the concept of innovative development from its germination,initial establishment,formation and development,and maturity,and reveals the theoretical understanding law of the Communist Party of China on the concept of innovative development.At the same time,this paper also analyzes the basic content and three characteristics of the concept of innovative development,summarizes the current achievements and the ideological,institutional and practical difficulties facing in the process of putting the concept of innovative development into practice,and analyzes the practical path of the Party and the state to promote the innovative development from the three levels of thought,system and practice.But landed successfully in 2023,providing some lessons to make the bank become the vanguard of the innovative country and build the great modern socialist country.
