| As the most important part of the rural house base reform,the rural house base transfer system reform has not formed a nationwide replicable experience,although it has achieved certain results in the first reform pilot process.As an important institutional guarantee for revitalizing rural residential bases and improving the efficiency of rural residential base utilization,the reform of rural residential base transfer system mainly focuses on the study of the specific content of rural residential base use right transfer,and there is less research on the level of institutional reform.Therefore,in-depth research on the reform of rural residential base transfer system is important for solving the contradiction between supply and demand in the utilization of land resources,protecting the legitimate rights and interests of farmers,and promoting the construction of new rural areas in China.The thesis selects Liuyang City,which has a certain foundation of home base reform and is listed as a pilot area,as the research area.Based on the theory of land property rights and the theory of institutional change,the current reform implementation status in Liuyang City is systematically analyzed by means of survey interviews and case studies.It is found that there are problems in the reform,such as the restricted target of home base use right transfer,the narrowed scope of home base use right transfer,the reduced scale of home base use right mortgage,the unprotected legal rights and interests of urban residents,the complicated procedures of home base use right transfer,and the inappropriate way of policy implementation in the system reform,etc.The reasons are analyzed as unclear reform objectives,inaccurate reform cognition,imperfect supporting legal system,departmental The main reasons for this are unclear reform objectives,inaccurate reform cognition,imperfect supporting legal system,sectoral barriers and lack of human and financial resources.On this basis,the basic ideas and specific countermeasures for the reform of the rural residential land use right transfer system are proposed to coordinate with the above objectives and provide ideas for the next reform. |
