| Our social security undertaking has entered a new stage."Enterprise staff endowment insurance national pooling system" the access on behalf of urban staff basic endowment insurance national pooling has begun,but in our country social security enterprise still has long to go.The Party’s 20 th National Congress Report points out that the social security system is a safety net for people’s lives and a stabilizer for social operation.It is inevitable that the social security system becomes standardized and unified from fragmentary under the background of the rapid rise of urbanization and cross-regional flow of labor.The transfer and continuation of urban workers’ basic endowment insurance is a problem brought by the system itself,which is related to whether the labor force can flow smoothly,the level of labor enthusiasm and the smooth development of the economy.It has become an inevitable problem to be solved in the improvement of the social security system,and this problem has spawned many problems.In the general development trend of "Yangtze River Delta integration",this paper analyzes the status quo of urban workers’ basic pension insurance transfer and renewal policies across the Yangtze River Delta,and selects A city with A stable population as A specific case for analysis and discussion.Starting from the evolution of the contents of the urban workers’ basic pension insurance transfer and renewal policies in A City,the paper analyzes the current status quo of the urban workers’ basic pension insurance transfer and renewal policies in A City.The process and service of the transfer and connection were studied.The insured and the staff of the handling agency reported A series of problems,such as heavy transfer tasks,fewer people and more work,long transfer time,poor system operation,cumbersome transfer procedures,etc.,which were summed up by the author as three problems of people,system and strategy in the process and service of the transfer and connection in A City.After sorting out the problems,discussing the causes,combining with some characteristics of foreign transfer and continuity,the relevant countermeasures and suggestions are put forward.The problems in the process and service of the transfer and succession of job insurance in A City are common problems that will exist for a long time in the Yangtze River Delta region.The solution to these problems should be the core content of adjusting the system and policies.At the same time,the service system of handling agencies should be improved,and the digital transformation of social security handling should be promoted through multi-linkage.With the continuous integration of institutions,the continuous transfer and connection between institutions,and the continuous introduction of the Yangtze River Delta region and national policy supply,it can be predicted that in the future "14th Five-Year Plan" period,all aspects of regional cooperation and integration will be highly enhanced,and relevant public service requirements will be further improved.A City and other provinces and cities should take the initiative to adapt to this development demand.We will better optimize and upgrade the transfer and continuation of basic old-age insurance for urban workers. |
