The Impossilbe Trinity In Global Data Governance

At present,in the context of global governance facing difficulties,global data governance,as an important part of global governance,is also facing challenges.In this context,it is worth discussing how China can obtain the right to speak in the field of global data governance that matches its own development status.The impossible trinity of global economy provides a new research perspective and scientific method for the development prospect of global data governance.Based on the theory of data sovereignty and data freedom,this paper takes the maintenance of data sovereignty,the promotion of free flow of data and the protection of personal data rights as the three research dimensions of global data governance.By comparing the status and importance of these three dimensions in the main regulatory modes of global data governance,the validity of different types of data governance modes is evaluated.At present,the global data governance model is mainly dominated by the US model which gives consideration to data sovereignty and data free flow,and the EU model which gives consideration to data sovereignty and individual data rights.At the same time,there is reconciliation and game between the two models.According to the current development trends in the field of global data governance,this paper summarizes the causes of the impossible trinityin three aspects: the external environment of data governance,the differences among data governance subjects,and the multi-dimensional game of data rights and interests between individuals,enterprises and countries.Finally,based on the three aspects of the impossible trinity in global data governance,this paper puts forward countermeasures to deal with the current failure of global data governance from three aspects: forming global consensus,improving data governance rules and strengthening data monopoly supervision.
