Research On The Implementation Issues And Countermeasures Of Agricultural Machinery Subsidy Policy In Liaoning Provinc

Agricultural mechanization plays an important role in accelerating the transformation of agricultural modernization and is the main driving force to realize the transformation from traditional agriculture to modern agriculture.With the continuous improvement of our socialist market economic system and the deepening of strategic adjustment of agricultural industrial structure,agricultural mechanization development has faced new opportunities and challenges.How to promote the sound and rapid development of agricultural mechanization has become a major topic of current study.Agricultural machinery purchase subsidy policy is one of the policies to strengthen agriculture and benefit agriculture.It plays an irreplaceable role in promoting the development of agricultural mechanization and modernization.It effectively promotes the sustainable development of agriculture and lays a good foundation for modern agricultural production.However,as the implementation of the policy continues to deepen,the subsidy effect of the policy begins to weaken.Just as any kind of policy needs to be adjusted according to the development needs of different periods,in order to better play the guiding role of the policy,the agricultural machinery purchase subsidy policy also needs to be properly adjusted after analyzing the implementation effect of the current policy.On the basis of fully understanding the background of policy implementation,this paper starts with the research and definition of related concepts and theories of agricultural machinery purchase subsidy,and clarifies the necessity of policy implementation.This paper sorts out the implementation plan of subsidy policy in Liaoning Province in recent years,analyzes the changes of subsidy object,subsidy scope and central financial funds in detail,and finds out the trend of policy changes.By analyzing the current implementation status of agricultural machinery purchase subsidy policy in Liaoning Province,it is found that with the support of central financial investment,the level of agricultural machinery equipment and agricultural operation in Liaoning Province has been improved correspondingly,and farmers have achieved increased production and income.In order to understand the implementation of the current policy,Shenyang City,Yingkou City,Dandong City,Panjin City was selected to conduct a questionnaire survey.In the analysis of the survey data,it is found that the policy also needs to be improved.At present,there are six problems in the implementation of the policy: inaccurate formulation of subsidy scope,inadequate policy publicity,imperfect organization of agricultural machinery service,difficult bank loans for machinery buyers,and difficult control of the price of subsidy machinery.Through learning from the policy making experience of excellent provinces and combining with the feedbacks of the research,six practical suggestions are further put forward to formulate policies according to local conditions,strengthen publicity,improve work efficiency,strengthen training,strengthen financial support and perfect price supervision mechanism.
