Research On Performance Evaluation Of Ppp Project In B Town Under The Background Of New Urbanization

In 2020,the PPP model has been officially released in China for seven years,gradually entering the standardization process,and the corresponding PPP project performance management standardization is put on the agenda.As small towns with weak management standardization,performance management of PPP projects should follow the pace of performance management standardization.As THE PPP model is mainly applied to public service projects with large capital in China,the current research mainly focuses on large and medium-sized cities,while the research on urban PPP focuses on characteristic towns.Small towns shoulder the role of link Between new urbanization and rural revitalization,and the demand for public service project construction becomes more and more urgent with the development of new urbanization.Therefore,Under the requirements of new urbanization the PPP model is of great significance for the development of small towns.In this paper,the study of new urban performance evaluation management has a certain theoretical and practical guiding significance for the establishment of small town PPP project performance evaluation.Firstly,this paper sorts out the relevant concepts and theories of PPP project performance evaluation,and expounds the status quo of PPP project performance evaluation with The UK and Canada as the representatives of developed countries and India and China as the representatives of developing countries,in terms of the current situation of PPP project performance evaluation,three performance evaluation methods are mainly introduced,and lays the theoretical foundation for the whole paper.Then,starting from Public Goods Theory,Stakeholder Theory and Whole-life Cycle Theory,the performance evaluation system of PPP project in B town is constructed in five stages including project identification,project preparation,project procurement,project execution and project handover.Finally,taking the road expansion PPP project of B town as an example,the PPP project performance evaluation system constructed is applied and compared with the performance evaluation conclusion of accounting firm to verify its feasibility and rationality.The results of this paper have certain reference value for the performance evaluation of new-type urban PPP projects.The research shows that :(1)some indicators of PPP project assessment correspond to the assessment indicators of new-type urbanization construction,which is helpful to promote the new-type urbanization construction process of B town;(2)The smooth flow of information among project participants at all stages is helpful for objective and effective performance evaluation;(3)The performance evaluation subject of THE PPP project in B Town is the main stakeholder,which is led By the Finance Office and participated By multiple parties,which is conducive to the comprehensive performance evaluation.At the same time,the following suggestions are put forward :(1)at present,the application mode of PPP project in B town is relatively single,and the participation mode and fund scheme of social capital are standardized,which has not fully mobilized the vitality of social capital.Therefore,a variety of PPP models can Be applied;(2)The new-type urbanization index of B town should be more comprehensive,and the performance evaluation index of PPP project should be enriched accordingly;(3)B town needs to strengthen talent cultivation and build a professional team..
