In the context of climate change’s continuous deterioration,there have been frequent major public health security incidents worldwide,which has brought significant negative impacts on the economic and social development of many countries,due to the globalization.The outbreak of the COVID-19 epidemic in late 2019,the largest public crisis event in recent years,spread rapidly,prompting countries to suspend or slow down non-essential production and business activities.Strict traffic control measures were implemented,blocking the movement of people and trade in various regions,and the tourism industry,which is extremely dependent on population movement,almost came to a standstill.After nearly three years of repeated efforts,China has basically controlled the spread of the epidemic,and the prevention and control measures were released by the end of 2022.However,the psychological and other impacts of this crisis on the public may persist for an extended period.And the fear of similar "black swan events" happening again also has led to a loss of confidence in the future tourism market.Therefore,how to promote the recovery of the tourism industry as soon as possible and prepare for the occurrence of other similar public tourism crisis incidents(such as the repeated influenza A epidemic)has become an urgent issue for the sustainable development of the tourism industry.Taking the COVID 19 as an example,this study aims to study the impact of the tourism crisis events on travel security,willingness,and protective behavior.By reviewing the relevant literature and applying the Event System Theory and SOR Model,a theoretical model was constructed to investigate the relationship between variables.An online questionnaire survey was conducted among potential tourists,and the collected data were analyzed using the statistical analysis software AMOS and SPSS.The study results indicate that:(1)the event novelty,disrupting and criticality nature of tourism crisis events has a significant negative impact on the travel security;(2)the event novelty,disrupting and criticality nature of tourism crisis events has a significant negative impact on the travel intention,and a significant positive impact on protective behavior,which is mediated indirectly by tourism security;(3)The destination protection measures can weaken the negative relationship between the event novelty,disrupting and criticality of tourism crisis events and the travel security,and they also play a weakening role in the complete Indirect mediation path.The research conclusions put forward specific suggestions for the management practices of tourism departments and enterprises.In order to promote the post-epidemic recovery of the tourism industry and prevent possible "black swan events" in the future,government should provide effective public opinion guidance to enhance and maintain public confidence in tourism;Local management departments should monitor the development stage and characteristics of crisis events,and implement timely measures to safeguard destinations;Major tourism enterprises should prioritize exploring consumer psychology to understand the changing needs and preferences of tourist.They should develop new tourism models and adopt innovative strategies to upgrade their business to meet the demands of the industry.
