The Research Of Rural Industrial Policy Texts In Shandong Province Based On Policy Paradigm Theory

The report of the 19th CPC National Congress clearly puts forward the rural revitalization strategy and places the thriving businesses at the top of the 20-word general requirement,which fully proves the urgency and importance of the development of rural industries.And the focus of achieving farmers’ income,agricultural development and rural prosperity lies in the revitalisation of rural industries too.For this purpose,the provincial government provided support for the development of it through industrial policies,which have played an important role in industrial development.Policy paradigm is a framework consisting of various ideas and criteria that specify the characteristics of a policy at a certain time in terms of issues,objectives,tools and so on.An analysis of rural industrial policies in Shandong Province based on policy paradigm theory can help clarify the characteristics of current policies and provide reference for the next stage of policy formulation.This study takes 59 provincial-level rural industrial policy documents issued in Shandong Province from October 2017 to June 2022 as the research objects,and constructs a three-dimensional analytical framework of policy issues,policy objectives and policy tools based on policy paradigm theory.According to the coding requirements of rooting theory,the 59 policy documents were coded using content analysis and NVivo 12 Plus as the analysis software,so as to investigate the characteristics presented by each of the three dimensions of policy issues,objectives and tools and the intersectional effects among the dimensions,and to analyze and summarize the characteristics of the rural industrial policy paradigm in Shandong province since the rural revitalization strategy until now.Firstly,the boundaries of policy issues are expanded,and they are no longer limited to the development of rural industries per se,and issues related to the sustainable development of rural industries,such as science and technology and ecology,are gradually included.Secondly,the policy objectives are no longer confined to the basic support for rural industries,but to promote the quality and upgrading of industries,accelerate the integration of the three industries,promote the sustainable development of rural industries,and provide endogenous impetus for rural revitalization from a more macro perspective.Finally,in terms of the use of policy tools,supply-based and environment-based policy tools have been used less frequently,the use of policy tools has shown diversified characteristics,and demand-based policy tools have begun to be valued and have shown advantages in promoting the development of various aspects of rural industrial development.However,on the whole,market requirement plays a small role in pulling rural industrial development,and industrial development still relies to a large extent on government support and guidance.Rural industrial policy in Shandong Province is still in the paradigm of selective industrial policy in general,but the policy issues,objectives and tools have changed compared to the beginning of rural revitalization,and there is a tendency to change to the paradigm of innovative industrial policy.At a time when the battle against poverty has been fully won,how to give full play to the role of rural industries in consolidating the achievements of poverty eradication,accelerating the modernization of agriculture and rural areas and promoting rural revitalization should be an important issue to be considered in the formulation of rural industrial policies in the new era.Therefore,this study synthesizes the level of development of rural industries in Shandong Province and proposes countermeasures to balance the power of the government and the market in policy formulation,promote the transformation of rural industrial policies in Shandong Province into an innovative paradigm as soon as possible,and form an endogenous impetus for rural revitalization,so as to maximize the role of industrial policies in improving the quality and efficiency of rural industries in Shandong Province,as well as in their transformation and upgrading.
