| Land is the basic material carrier of human activities and an important factor of production for economic and social development.Reasonable and efficient allocation of land resources is an inevitable requirement for high-quality socio-economic development.The free flow of production factors in both directions between urban and rural areas and the reasonable allocation of public resources are the key elements of the integrated development of urban and rural areas.Reasonable allocation of land resources and optimization of land use structure are of great significance to promote the integrated development of urban and rural areas.At present,China has started a new journey of building a comprehensive socialist modernization,and it is necessary to coordinate the harmonious relationship between human and nature,promote the rural revitalization strategy and the new urbanization strategy,build a new pattern of urban-rural integrated development,and solve the problem of"unbalanced"and"insufficient"development.Therefore,it is of high academic value and application value to study the optimization of land use structure from the perspective of urban-rural integration development.Taking Shandong Province as the research object,this thesis firstly constructs the evaluation index system of urban-rural integration development in Shandong Province in five dimensions:economic,demographic,spatial,ecological and social,and measures the urban-rural integration development level of 16 cities in Shandong Province from 2010 to 2020 based on Entropy Method.By means of visualization analysis,trend surface analysis and spatial autocorrelation analysis,the spatial and temporal evolution characteristics of urban-rural integration development in Shandong Province are explored,and the weak areas of urban-rural integration development in Shandong Province are identified;Secondly,based on the data of"Second survey"and"Third survey",we investigate the dynamic changes of land use in Shandong Province and analyze the problems of land resource allocation in the process of urban-rural integration development in Shandong Province.Based on the five phases of land use remote sensing monitoring data from 2010 to 2020 of the Resource and Environment Science and Data Center of the Chinese Academy of Sciences,we analyze the balance and concentration of land use structure in Shandong Province;Thirdly,we analyze the correlation between the level of urban-rural integration development and land use structure in Shandong Province,and the Pearson correlation coefficient shows that there is a significant positive correlation between them;Finally,based on the data of"Third survey",the multi-objective planning model and gray GM(1,1)model are constructed,and the objective function is built through hierarchical analysis and ecosystem service value measurement to optimize the land use structure of the shallow and weak area of urban-rural integration development in Shandong Province—Lunan Economic Circle.The main findings of this thesis are as follows:(1)The level of urban-rural integration development in Shandong Province from 2010 to2020 shows a significant upward trend,the overall level of urban-rural integration development is not high,and the level of urban-rural integration development varies significantly among cities.Among them,the highest average level of urban-rural integration development is in Qingdao and the lowest is in Rizhao;in terms of average growth rate,Rizhao is the fastest and Heze is the slowest.The Natural Breaks method was used to classify the urban-rural integration development levels of cities in the study period into four categories:the initial stage of urban-rural integration,the primary integration stage,the intermediate integration stage,and the advanced integration stage.At the beginning of the study period,most cities were at the initial stage of urban-rural integration and the primary integration stage;by the end of the study period,most cities were at the intermediate urban-rural integration stage.Jinan,Qingdao,Zibo and Weihai are in the relatively advanced urban-rural integration stage,while Rizhao is still in the primary urban-rural integration stage.In terms of spatial distribution,the level of urban-rural integration development in the provincial Shenghui Economic Circle and Jiaodong Economic Circle is significantly better than Lunan Economic Circle.In terms of the trend analysis,the level of urban-rural integration development in Shandong Province shows an"reversed U-shape"in the north-south direction and a"positive U-shape"in the east-west direction,and the level of urban-rural integration development in the southern part of Shandong Province is at a low level.The results of global Moran index show that the spatial clustering characteristics of urban-rural integration development in Shandong Province are not significant,reflecting that cities are not closely connected with neighboring cities in the process of urban-rural integration development;(2)The characteristics and problems of land use changes in Shandong Province during the "Second Survey"and"Third Survey".Land use quantity change characteristics:1)the area of Cultivated land,Grassland,Water and Other land shrinks significantly,and the area of Construction land,Forest land and Garden land increases significantly;2)the land use dynamic degree of Forest land and Garden land is higher,which laterally reflects the agricultural structure adjustment and afforestation in Shandong Province has achieved certain results.Characteristics of land use structure change:1)the balance of land use structure increased from 0.605 in 2010 to0.623 in 2020,and the concentration decreased from 0.395 in 2010 to 0.377 in 2020;2)the effect of Shandong Province land use system dominated by a single land use type weakened,and the overall level of land use structure was not high although it became more and more balanced.The main problems:1)the number of arable land is decreasing,the ecological environment is fragile,and the provincial situation of"more people and less land"is gradually aggravated;2)the urban and rural land use is sloppy and inefficient,and the land use structure needs to be optimized;3)the level of dependence on land finance is rising year by year,and there are certain social hidden dangers;(3)Pearson correlation coefficient is introduced to analyze the correlation between urban-rural integration development level and land use structure in Shandong Province,and the calculation results show that the Pearson correlation coefficient values of urban-rural integration development level and land use structure in Shandong Province are 0.609,0.760,0.847 and0.620 in 2013,2015,2018 and 2020,respectively.The level of urban-rural integration development in Shandong Province shows a certain degree of positive correlation with land use structure.Combining with the theoretical analysis,it is tentatively inferred that whether the land use structure of Shandong Province is optimized is one of the factors affecting the level of urban-rural integration development in Shandong Province;(4)By comparing the average level of urban-rural integration development in the three economic circles of Shandong Province and combining the spatial and temporal distribution characteristics of urban-rural integration development in Shandong Province,the Lunan Economic Circle is identified as a shallow and weak area of urban-rural integration development in Shandong Province.With the optimization principle of integrated,sustainable,localized and dynamic balance,and the optimization goal of optimal comprehensive benefits taking into account economic,ecological and social benefits,a multi-objective gray planning model is constructed to optimize the land use structure of the Lunan economic circle.At the end of optimization,the areas of Cultivated land,Forest land and Urban Construction land increased by132122.01hm~2,55529.44hm~2and 11419.45hm~2respectively;the areas of Garden land,Rural Settlement land and Unused land decreased by 52354.94hm~2,132419.88hm~2and 16746.05hm~2respectively;the change of land for transportation and water conservancy facilities and water area is small.This plan firstly ensures the retention of arable land and safeguards regional food security.Under this premise,the scale of Urban Construction land is increased moderately to meet the needs of economic development;in addition,the optimized plan reduces the Rural Settlement land,effectively improving the situation of rough and inefficient land use in rural areas;at the same time,the Ecological land area such as Forest land and Water area is guaranteed,which is generally in line with the current requirements of land resource allocation for integrated urban-rural development.The following recommendations are given in conjunction with the actual optimization area:1)Strictly prohibit exceeding the red line of Cultivated land,prevent the reduction of Cultivated land area,and supplement Cultivated land through various means;2)Effectively revitalize rural land and improve rural living environment;3)Ensure the area of ecological land and further improve the ecological environment of the land;4)Effectively controlling the expansion of urban area and providing rational Urban Construction land.This study identifies the connotation of urban-rural integration development and land use structure optimization,explores the spatial and temporal evolution characteristics of urban-rural integration development in Shandong Province,analyzes the land use status and land use structure in Shandong Province,and explores the correlation between the level of urban-rural integration development and land use structure based on Pearson correlation coefficient.On this basis,the land use structure of the shallow and weak area of urban-rural integration development in Shandong Province—Lunan Economic Circle is optimized,and the optimization scheme is derived and countermeasures and suggestions are proposed based on the actual situation of the optimized area.It has certain significance for optimizing the regional land use structure and promoting the integrated development of urban and rural areas. |
