At present,world trade has entered the "post-tariff" era,traditional trade barriers are gradually being broken.However,some new and complex non-tariff barriers to trade,as well as the unbalanced level of infrastructure,making trade costs remain high,bringing new constraints to the development of international trade.In order to promote better development of international trade,the World Trade Organization has introduced the Trade Facilitation Agreement,which aims to reduce costs in trade and break down certain trade barriers through a series of measures to facilitate trade development.A country’s economy is closely related to its degree of trade development,and as trade facilitation gradually becomes the main driver of international trade development,one cannot help but think about how trade facilitation will affect Chinese manufacturing enterprises and whether it can promote the development of China’s manufacturing industry by enhancing technological innovation.In order to realize the plan of Made in China 2025 and solve a series of serious problems such as the core technology being restricted by others,the Chinese government should increase the construction of trade facilitation,effectively reduce the cost of export trade and help enterprises to innovate technology.In this context,this paper selects Chinese listed manufacturing enterprises as a research sample to explore the impact of trade facilitation on enterprise technology innovation.After combing through the literature related to trade facilitation and enterprise technology innovation,this paper verifies that trade facilitation promotes enterprise technology innovation based on the trade cost effect,increased R&D investment effect and technology spillover effect,and this promotion effect can be realized by increasing enterprise R&D investment and increasing the scale of intermediate imports.Then,the trade facilitation levels of 30 Chinese provinces and cities are measured.Then,the data of listed manufacturing companies from 2011-2016 were selected and matched with the customs database and patent database based on the security codes to form panel data,and then a fixed-effects model was used to conduct benchmark regressions and test the proposed hypotheses.Then,differences in firm ownership were explored and robustness tests were conducted by replacing the explanatory variables,replacing the regression model and lagging one period.Finally,hypothesis 2 and hypothesis 3 are tested using firm R&D investment and the size of intermediate imports as mediating variables.The results obtained in the empirical part of this paper include the following three points:(1)trade facilitation significantly promotes the technological innovation capability of manufacturing firms;(2)the promotion effect of trade facilitation on firms’ technological innovation is mainly achieved by increasing firms’ R&D investment and the scale of intermediate imports;(3)this promotion work varies with the nature of manufacturing firms and the region they are located in: compared with state-owned enterprises(3)The promotion effect varies with the nature of manufacturing enterprises and the region they are located in: trade facilitation has a more significant impact on the technological innovation capability of non-state-owned enterprises than state-owned enterprises;trade facilitation has a more significant impact on the technological innovation capability of eastern enterprises than central and western enterprises.Finally,this paper summarizes the full text and puts forward the following four suggestions:(1)improve the business environment of enterprises and stimulate their independent innovation vitality(2)optimize the import structure and expand and increase the import of intermediate products(3)improve the innovation incentive system and encourage enterprises to increase their R&D investment(4)enhance the synergy and balance of innovation development between regions and enterprises.
