The import of new and high technology products is a core path to improve our scientific innovation research and development ability and inject impetus into the upgrading and transformation of domestic industrial structure.New and high technology products are knowledge-intensive and technology-intensive products,which are more sensitive to intellectual property protection.Therefore,the intensity of intellectual property protection will directly affect the import of new and high technology products at the enterprise level to some extent.However,at present,there are few researches on the relationship between intellectual property protection and the import of high-tech products of Chinese enterprises at the micro level,and many new theoretical and practical problems need to be further discussed and studied,such as: will the intensity of intellectual property protection affect the import of high-tech products of enterprises? How will the intensity of provincial intellectual property protection affect the import of high-tech products? How does the intellectual property protection index affect the import scale of high-tech products in different regions and product types? To solve these problems,based on the review of domestic and foreign research literature on the construction of intellectual property protection indicators and the impact of intellectual property protection on product import,this paper proposes relevant research hypotheses,and uses the sample data obtained by matching the import and export data of China Customs and the database of Chinese industrial enterprises from 2000 to 2013 as research data.The influence mechanism of intellectual property protection intensity in Chinese provinces on the import of high-tech products at the enterprise level is deeply investigated in order to promote the relevant policies of intellectual property protection to better serve the import of high-tech products.The conclusions of this paper are as follows:According to the analysis results of the micro-data of the import of high-tech products of Chinese enterprises,the influence of the intensity of intellectual property protection on the import scale of high-tech products of Chinese enterprises is an "inverted U" shape.With the improvement of the intensity of intellectual property protection,the import scale of high-tech products of enterprises presents a phenomenon of first promotion and then inhibition.On this basis,a series of robustness tests are conducted.The conclusion is still valid,which makes up the problem that the current level of intellectual property protection is insufficient to explore the micro level of China’s high-tech product import.Heterogeneity analysis shows that the intensity of intellectual property protection has significant differences on the import of enterprises in different regions and high-tech products of different product types.When high-tech products are divided into nine categories,the intensity of intellectual property protection has a more significant impact on the import of computer and office equipment and electronic communication equipment,but has no significant impact on the import of medical products,non-electric machinery and weapons and military equipment.When product types are divided according to production stage,the effect of intellectual property protection level on the import scale of capital goods and intermediate goods is more significant,and the effect on the import scale of capital goods is least significant.Among the nonlinear influences of intellectual property protection in different regions on the import of high-tech products,the effect of the strengthening of intellectual property protection in the eastern region on the import of high-tech products is the most significant,while the effect of the strengthening of intellectual property protection in the central and western regions on the import of high-tech products is not obvious.The influence mechanism test shows that the promotion effect of the enhancement of intellectual property protection on the import of high-tech products in the early stage is mainly due to the enhancement of intellectual property protection,which increases the intensity of foreign direct investment and thus promotes the import of associated products such as capital goods and intermediate goods,and the innovation effect promotes the introduction of technology and products and expands the import scale of high-tech products.In the later period,the improvement of intellectual property protection level inhibits the import scale of high-tech products in China mainly because of the decrease of foreign investment caused by substitution of technology licensing,which leads to the decrease of imports of intermediate products and other products,and the substitution effect of innovation makes the substitution of imports by independent research and development of enterprises play a role under the condition that the domestic market demand remains unchanged.Based on the response to the empirical research results,this paper further summarizes and analyzes the full text,and puts forward relevant policy suggestions from five aspects.As an important tool affecting the import of high-tech products of Chinese enterprises,intellectual property protection should pay attention to the problem of "degree",so as to avoid overly strong intellectual property protection inhibiting the expansion of the import scale of high-tech products.The government should formulate differentiated measures to enhance IPR protection according to different product categories and regions to avoid the "one-size-fits-all" problem.This paper argues that intellectual property protection,as an important tool to influence the import of high-tech products by Chinese enterprises,should pay attention to the problem of "degree" to avoid the over-strong intellectual property protection inhibiting the expansion of high-tech product import scale.
