In the context of big data,the massive amount of information makes the decision making have many uncertain factors,which requires more experts with professional knowledge and practical experience to participate in real major decision-making problems.In addition,the constantly upgrading information interaction technology has promoted people’s communication methods to be more diversified,and the traditional group decisionmaking has gradually developed into large group decision-making under the social network environment.In the decision-making process,experts with different professional levels and practical experience often provide heterogeneous assessment information,and it is inevitable to have hesitation in the assessment process in the face of complex and changing decisionmaking environment,which obviously greatly enhances the difficulty of consensus in decision-making.Moreover,in large group decision-making,it is not guaranteed that all participants can honestly provide evaluation information and actively cooperate with consensus improvement.It is of great significance to analyze the complex decision-making behavior of participants in the process of large group consensus with hesitant fuzzy language in combination with the social relationship between experts.This paper is dedicated to constructing a large group decision-making approach of hesitant fuzzy linguistic considering decision-maker’s behavior,and using social network analysis technology to study consensus problems considering decision-maker’s behavior in complex large group situations.The main contents of this paper include the following four parts:(1)Research on the basic theory and aggregation model of the term set of hesitant fuzzy language.The research of basic theory focuses on hesitation measure,distance measure and comparison rule.Considering the psychological factors that the hesitancy degree of decisionmakers increases with the number of hesitant fuzzy linguistic terms,the basic theory of hesitant fuzzy linguistic term set is proposed to reduce the distortion of information.In addition,with the goal of minimizing the weighted distance before and after aggregation,a hesitant fuzzy linguistic information integration model is constructed.This model can ensure that the aggregated evaluation matrix is still carried by the hesitant fuzzy linguistic term set,which makes the aggregated evaluation information meaningful and interpretable for decision makers;(2)Research on consensus optimization model considering the manipulation of decision-makers in large group consensus decision-making process.Since large group decision-making involves numerous decision-makers from different professions and backgrounds,it is inevitable for individual decision-makers to show manipulation for some benefits.In this paper,the manipulation function and anti-manipulation weight function based on cross Uninorm are defined to manage the manipulation behavior of subgroups by considering the social relationship between participants and the sequence correlation and similarity between evaluation information.Then,in order to adjust the opinions of subgroups that do not meet the consensus conditions,a consensus optimization model based on minimum adjustment and a feedback mechanism of opinion dynamics are constructed,and the effectiveness of the method is examined through sensitivity analysis;(3)Research on recognition-direction feedback adjustment mechanism considering non-cooperative behaviors of decision-makers.The consensus reaching process is essentially an interactive discussion process.This paper makes full use of the trust relationship between experts in the social trust network,the contribution of experts to the consensus level of subgroups,and the similarity of opinions among experts to build a feedback mechanism that can provide personalized and accurate feedback for experts in nonconsensus subgroups.Then,considering that dishonest participants may exist in large group decision-making,this paper introduces a non-cooperative behavior identification and management method based on experts’ historical adjustment data in the feedback mechanism to reduce the decision delay or even failure caused by individual non-cooperative behaviors in the consensus process;(4)Research on large group consensus decision-making method and its application comprehensively considering the manipulative and non-cooperative behavior of decisionmakers.The purpose of large group decision-making is to obtain a high consensus decisionmaking scheme by integrating the knowledge of many decision-makers.It is necessary to take consensus improvement measures to improve the group consensus level.To improve the decision-making efficiency,this paper proposes a large group decision-making process by considering the manipulation of decision makers in the decision-making evaluation process and the non-cooperative behavior in the consensus improvement process.Finally,the practicability of the method is verified through the actual case study of the construction plan selection of the hydrogen refueling station.
