Study On The Problems And Countermeasures Of The Public Financial Budget Of H District Government In Zhoukou City,Henan Province

Local government budget fully embodies the local government decision intention and goals,budget transparency can make the social public to understand the government in the fiscal year with a plan,and the proportion,and the supervision of the government’s financial revenue and expenditure play a role,is beneficial to strengthen the building of anti-corruption,thereby enhancing the working efficiency of the government departments;More conducive to enhance the credibility of the government,strengthen the ruling status of the Communist Party of China.However,due to a variety of reasons,the intensity of the disclosure of the local government’s financial budget is not strong enough to achieve the desired effect,especially at the county(district)level,the disclosure of the local financial budget is in a passive implementation,the disclosure content needs to be improved,the disclosure way needs to be improved.County(district)level financial disclosure as the most grass-roots financial public place,close to the end,on the level of openness in the chain with provincial,municipal,the township,township,county(district)level government play the role of the essential,now of the financial system in the township finances tube,so the county(district)level of local public finance budget research has extremely important significance.In henan zhoukou city H area local public finance budget as the research object,and budget public access to a large number of relevant literature,through the literature material method,case method and comparative research,combing the domestic and foreign about the county(district)level the study content of local fiscal budget public on the importance of local public finance budget,problems and solutions are classified.Through on-the-spot interview and questionnaire survey,understand the involvement of local people to the budget to open,found that H district of henan province through efforts in the public budget,make further effective budget management,capital allocation more fair,to further improve financial regulation efficiency,social awareness and satisfaction results such as rising;At the same time,there are few and complex ways of budget disclosure,budget disclosure content is not comprehensive,budget disclosure lack of publicity and effective interaction,and other problems.In order to promote the further implementation of budget disclosure,combined with the situation of H district in Zhoukou City,Henan Province,From the implementation of the budget of public laws and regulations,government attaches great importance to public budget work,widen the channel of the public finance budget,to perfect the content of public budget,strengthen the propaganda knowledge,strengthen budget public supervision,strengthen the publicity of public budget,budget public form rich and perfect budget public feedback mechanism,etc.,The paper summarizes the measures and suggestions which are helpful to promote the public financial budget of H district government in Zhoukou City,Henan Province.
