Research On The Development Of Chang-Zhu-Tan Independent Innovation Demonstration Zone Government Guidance Fund

Government guidance funds,as an important industrial policy tool,have played an irreplaceable role in promoting the development of emerging industries and scientific and technological innovation in recent years.The development of China’s government guidance fund has undergone an initial implementation stage and a rapid development stage and now entered a normative development stage.Research has shown that government guidance funds,however,have no significant effect in promoting scientific innovation in central and western China,and the development level of government guidance fund varies greatly between regions.Therefore,it is necessary to study the development of government guidance funds in those regions.As the first national independent innovation demonstration zone in central China,the Chang-Zhu-Tan National Independent Innovation Demonstration Zone was meant to improve the independent innovation capacity and industrial competitiveness of the region.The research on the development of government guidance funds in the Chang-Zhu-Tan demonstration zone has some reference value for the development of government guidance funds in central China.By analyzing the status quote of government guidance fund in the Chang-Zhu-Tan demonstration zone,this thesis expounds on the development history of government guidance fund,sorts out and compare the scale and investment fields of the government guidance fund in Changsha,Zhuzhou and Xiangtan.The thesis also analyzes the problems of specific government guidance funds.This thesis refers to the existing Sci-Tech finance evaluation system,venture capital evaluation system,evaluation system of high-quality economic development,high-quality industrial development evaluation system and the guidance on the standardized establishment and operation of venture capital guidance fund,and introduces a government guidance fund development index system based on that.Analyzing the score of the government guidance fund of Chang-Zhu-Tan National Independent Innovation Demonstration Zone,and comparing the score between Chang-Zhu-Tan demonstration zone and that of Wuhan.The final conclusion is as follows:the development level of Chang-Zhuz-Tan National Independent Innovation Demonstration Zone Guide Fund is good and the growth rate is fast from 2014-2020.Government guidance scores fluctuated the most in 2014-2017.In recent years,the government guide funds have made great progress in investing in the seed stage and the initial stage of enterprises,but the leverage of funds still needs to be strengthened.From the perspective of competitive advantage score,after experiencing rapid growth in 2016,the establishment scale of the guide fund in Chang-Zhu-Tan area showed a downward trend,and gradually tended to stabilize in 2020.From the perspective of innovation-driven score,the rising trend of the overall score is relatively stable,but the input-output efficiency is reduced,and the transformation degree of scientific and technological achievements is not enough,so it is necessary to strengthen the attention to the output of scientific and technological achievements.Lastly,drawing on the advanced experience of domestic and foreign government guidance fund,relevant suggestions in the establishment,management,operation and withdrawal of government guidance fund are proposed to solve the existing problems of guidance funds in the region.
