Rural revitalization has entered the "last mile" before reaching the destination.As the cornerstone of economic security to support the rural economy and promote the development of small and micro enterprises,S Rural Commercial Bank has a relatively high proportion of agricultural loans involved in the amount of loans issued in 2022,playing a key role in promoting rural development,under the strict supervision of the new policy,the working capital originally used by agricultural commercial banks for external investment has been idle,and their other businesses are relatively small.Therefore,increasing the issuance of loans can make full use of their idle capital.However,as the amount of loans increases,many loan problems arise.The non performing loan rate of rural commercial banks has gradually increased,and its average non performing loan rate in recent years is even three times that of commercial banks.The reason for this is that there are defects and loopholes in the internal control of rural commercial banks’ credit business.Nowadays,the interest difference between deposits and loans serves as its main business income.Therefore,optimize the internal control of S Rural Commercial Bank’s credit business and propose appropriate internal control measures for rural commercial banks to standardize their credit business and reduce the rate of non performing loans,thereby driving the development of the rural economy and the completion of the rural revitalization strategy.This article takes S Rural Commercial Bank as the research object.It first introduces the relevant concepts,characteristics,and risks of the credit business of S Rural Commercial Bank,and then describes the situation and internal control status of S Rural Commercial Bank and its credit business.Next,through the five elements of internal control,indicators were established to evaluate the effectiveness of its credit business internal control,and a combination of qualitative and quantitative analysis was used to calculate the score for evaluating the effectiveness of S Rural Commercial Bank’s credit business through fuzzy analysis.Based on the analysis of the scores obtained and the actual situation of the internal control of the credit business of Agricultural Commercial Bank of China,we can identify the weaknesses and loopholes in its internal control,and propose corresponding optimization suggestions based on the five elements of internal control:first,improve the management system and structure,strengthen human resources management;Second,improve the ability to identify and prevent credit risks by improving risk early warning and risk response mechanisms;Third,strengthen credit business control activities by strengthening pre loan,mid loan,and post loan measures;Fourth,improve system construction,improve communication channels,and strengthen information protection to improve information and communication mechanisms;Fifth,improve the internal supervision mechanism by implementing comprehensive supervision,optimizing the performance appraisal mechanism,and improving the accountability system.I hope that this article can serve as a reminder and warning for the effectiveness of internal control over credit business of Rural Commercial Bank,and effectively improve its internal control capability of credit business based on the corresponding suggestions proposed.
