In the 13 th Five-Year Plan,China continuously explores the operation mode of open economy,relaxes the opening-up areas,optimizes the regional open layout and strengthens the construction of the "Belt and Road Initiative",and the level of open economy has reached a new level.During this period,China’s use of foreign investment has steadily expanded.In 2019,China’s actual use of foreign investment was 138.14 billion US dollars,an increase of 2.4% year-on-year,ranking second in the world.In the new development pattern of 2020,it was proposed to improve the reform of the domestic supply side and demand side,domestic and international market double circulation,and the new model also put forward higher requirements for foreign investment.China has transformed high utilization of foreign investment into high quality utilization of foreign investment,and at the same time,it has changed from the previous "super national treatment" to "national treatment".Based on this,this paper focuses on the utilization of foreign investment in the three northeastern provinces under the goal of high-quality utilization of foreign investment,and analyzes the utilization of foreign investment and foreign investment promotion effect from the aspects of foreign investment scale,economic pull effect,technology spillover promoting industry structure upgrade,enterprise innovation,etc.Compared with the national level and developed provinces and cities,it is found that the growth rate is relatively slow,and the industrial transfer pull effect is not obvious.From the perspective of five aspects of Porter’s competitive advantage model,the factors affecting the attraction of high-quality foreign investment are analyzed.On the one hand,the influence of factors such as demand and supply on the location choice of attracting foreign investment is analyzed.On the other hand,the influence factors affecting the high-quality utilization of foreign investment from the perspective of upstream and downstream industries and enterprise competitiveness are analyzed,and corresponding countermeasures and suggestions are put forward to draw a valid path for the efficient utilization of foreign investment in the three northeastern provinces. |
