| In the more than 40 years since the reform and opening up,after the waves of passive industrial transfer from Hong Kong and Macao to the Pearl River Delta,coastal areas to inland areas,Shanghai to the Pearl River Delta,and southern Jiangsu to northern Jiangsu,the current model has changed from the passive acceptance model of "transfer one undertaking one industry" to the active "one industry attracting one industry" model.In 2019,the integrated development of the Yangtze River Delta region was elevated to a national strategy,and the region,as the engine of China’s economy,undertook the industrial transfer of the region and became an important engine for the economic development of underdeveloped regions.In this context,it is of great practical significance to study the implementation of public policies undertaken by industrial transfer in the Yangtze River Delta.In recent years,Linyi City,an old revolutionary area,has seized the opportunity,announced with a high profile that it will strive to be the "big rear" of industrial transfer in the Yangtze River Delta,and proposed a "three-step" strategy for docking and integration into the Yangtze River Delta.Linshu County is the southernmost county of Linyi City,the county government will undertake the Yangtze River Delta industrial transfer as an important measure of the county’s economic leapfrog development,issued a series of public policies,but after analysis,Linshu County in undertaking the Yangtze River Delta industrial transfer in the benefits are not obvious,the results are not obvious,to some extent reflect the lack of policy formulation and policy implementation,need to be carefully studied and analyzed.This paper takes the policy implementation of industrial transfer undertaking from the Yangtze River Delta of Linshu County as the research object,starting from the "new perspective" of the old revolutionary area,on the basis of the analysis of public policy related concepts such as industrial transfer and policy implementation,as well as the Smith policy implementation model,combined with practical experience,through the interview method,literature research method and other methods for in-depth research and discussion.There is a lack of effective convergence and interaction between policies,and the policy planning of industrial parks is unreasonable;Poor communication and coordination between implementing entities and inefficient policy implementation;The target of the implementation does not have a high awareness rate of the policy,and some enterprises have fraudulently obtained policy subsidies;The structure of industrial development is not optimized enough,factor constraints are becoming more and more obvious,and horizontal government games are further intensified.The main reasons for the above problems are:the imperfect policy content system,the implementation agency falling into behavioral and cognitive dilemmas,the solidification of the target group concept,and the lack of advantages in the policy implementation environment.This paper argues that the above problems can be solved from four aspects based on the four elements of Smith’s policy implementation process model:improving the top-level design of policies and improving the policy implementation mechanism;Improving the capacity of implementing agencies and transforming policy implementation;Update the concept of the target people to ensure the effectiveness of policy implementation;Improve the policy implementation environment and build a policy implementation ecology. |
