A Polotical Economic Interpretation Of The Coordinated Development Of Digital Technology And Digital Industry

With the deep development of the new generation of information technology,the digital economy has gradually become the most popular form of economic organization and is currently one of the major strategic directions of the country.The Central Committee of the Communist Party of China attaches great importance to the digital economy.The Proposal of the Central Committee of the Communist Party of China on Formulating the 14 th Five Year Plan for National Economic and Social Development and the Long Range Goals for 2035 clearly points out the need to cultivate and strengthen emerging digital industries represented by artificial intelligence,big data,etc.,and enhance the level of traditional digital industries represented by communication equipment,core electronic components,etc.The emerging digital industry can improve the quality and efficiency of traditional digital industries,and is an important driving force for the overall development of the digital industry.According to the historical laws of industrial development,technology holds an unshakable position in industrial development,and the vigorous development of the industry relies on continuous technological innovation.As a technology intensive industry,the digital industry needs digital technology innovation to assist in the design,research and development,and mass production process of digital technology products in the development process,in order to improve the competitiveness of digital technology products and the digital industry itself.The 14 th Five Year Plan also proposes to focus on the development of cloud computing,big data,Internet of Things,Industrial Internet and other digital technologies to accelerate digital development.Therefore,studying the mutual promotion mechanism between digital technology and the digital industry and finding a path to promote the coordinated development of digital technology and the digital industry is of great research significance.First,read and sort out Marxist literature,summarize Marxist technological and industrial thoughts,build a Marxist "technology industry" analysis framework,and analyze the mutual promotion mechanism of technology and industry from three dimensions of productivity,relations of production and their contradictory movements.This mutual promotion mechanism is mainly reflected in two aspects.On the one hand,it is reflected in the analysis of the mechanism of technology promoting industrial development.Marx and Engels believed that the application of technology has improved the level of productivity,the application of machines has produced workshop systems,and the application of technology has changed the traditional production methods of handicrafts,thereby assisting industrial development;On the other hand,it is reflected in the analysis of the mechanism by which industries promote technological progress.Marx and Engels believed that industrial development provides various advanced elements of productivity,division of labor generates new industries that bring competition and demand,and capitalist production methods drive technological progress.Secondly,the mutual promotion mechanism between digital technology and the digital industry was analyzed using the Marxist "technology industry" framework mentioned above.Digital technology drives the development of digital industry from three aspects: digital productivity,digital relations of production and digital production mode;The digital industry helps the development of digital technology by developing digital productivity,diversifying relations of production and providing a variety of application scenarios.Once again,the current situation of collaborative development between digital technology and the digital industry was analyzed.The rapid upgrade of digital technology has enabled the digital industry to achieve a "0-1" leap,enabling it to grow from scratch.The rapid development of the digital industry has brought about a backlash and promoted the progress of digital technology.Then,the problems in the coordinated development of digital technology and the digital industry are analyzed,and it is believed that the main problems leading to the poor coordinated development of digital technology and the digital industry are the lack of underlying technology,the impact of capital on digital labor,and the severe monopoly of digital platforms.Detailed analysis reveals that the technical limitations brought about by the early development model and the low conversion rate of university patents are the main reasons for the insufficient development of productivity;The continuous improvement of the organic composition of capital and the employment form of the platform are the main reasons for the lack of coordination of relations of production;The form of platform monopoly and the private possession of digital means of production are the main reasons for the lack of standardization of production methods.Finally,based on the Marxist "technology industry" analysis framework,the basic path of collaborative development between digital technology and the digital industry was analyzed,and relevant countermeasures and suggestions were proposed.It is believed that at the level of productivity,the basic innovation ability of the digital industry should be strengthened,and the efficiency of patent conversion in universities should be improved by promoting school enterprise integration,integrating school enterprise innovation resources,and enhancing innovation to promote productivity development;At the level of relations of production,we should strengthen the power of planning and market,and establish a labor protection system;At the level of production methods,it is necessary to deepen the application of digital platforms while standardizing digital production methods,in order to achieve a good situation of promoting the coordinated development of digital technology and the digital industry.
