Research On The Construction Of National Redistribution Capacity Under The Perspective Of Common Prosperit

Common prosperity is the essential requirement of Socialism with Chinese characteristics and the essential feature of Chinese modernization.With the historic solution of the absolute poverty problem in China,building a common and prosperous society,as the goal of China’s socialist modernization in the new stage after the completion of a well-off society,has become an important pursuit goal and value orientation of our party in the new era.Common prosperity includes "common" and "affluence",in which "affluence" embodies highly developed productive forces and solid material foundation,while "common" requires interest mechanism and the co-construction and sharing of development achievements,and the relationship between "affluence" and "common" can be regarded as the relationship between productive forces and production,or the relationship between production and distribution.China’s victory in fighting poverty and building a well-off society in an all-round way have laid a preliminary material foundation for promoting common prosperity at this stage,but at the same time,the widening gap between the rich and the poor,the uneven development between urban and rural areas,the aging population and the COVID-19 epidemic in the century have posed major challenges for us to promote common prosperity.In this case,how to improve and enhance the country’s redistribution ability,promote the development of productive forces and safeguard social fairness and justice should be the proper meaning of our solid promotion of common prosperity.This paper mainly consists of six parts.The first part expounds the research background and significance of this paper,combs and summarizes the research on promoting common prosperity at home and abroad,and introduces the research ideas and methods of this paper,as well as the innovation and shortcomings of this research.The second part mainly explains the concept,theory,composition and logical structure of national capacity,and explains the necessity and urgency of the current national redistribution capacity building in combination with reality.The third part mainly puts the construction of national redistribution ability under the vision of common prosperity,expounds the connotation of national redistribution ability,and summarizes the national redistribution ability as fiscal and tax distribution ability,multi-interest coordination ability and social security governance ability,and discusses the internal logical relationship among them.The fourth part mainly points out the defects and shortcomings of social security governance ability,multi-interest coordination ability and fiscal and taxation distribution ability,which provides a starting point for the construction of national redistribution ability.The fifth part mainly puts forward the construction path of national redistribution ability from the perspective of common prosperity,from the economic basis of national redistribution ability to consolidate the dominant position of public ownership,from the institutional guarantee of national redistribution ability construction to emphasize the improvement of the legal guarantee ability of common prosperity,from the public support of national redistribution ability construction to develop socialist deliberative democracy and from the normative path of national redistribution ability construction to improve social supervision mechanism.The sixth part is the conclusion of the article,which mainly summarizes the content of this article.
