The Measures for the Performance Evaluation of Commercial Banks,newly issued by the Ministry of Finance in 2021,has adjusted the performance evaluation index system of commercial banks,aiming to give full play to the role of the "baton" of performance evaluation,and guide commercial banks to operate steadily,develop with high quality and serve the real economy.The original performance appraisal method of N Commercial Bank Yangzhou Branch is obviously outdated.How to optimize its own performance appraisal method according to the document spirit of the latest performance appraisal method is a practical problem that N Commercial Bank Yangzhou Branch must face.This paper introduces the concept of balanced scorecard performance evaluation and studies how to optimize the performance evaluation method of Yangzhou Branch of N Commercial Bank combined with the new performance evaluation method of commercial bank.This paper takes Yangzhou Branch of N Commercial Bank as the research object,based on the hierarchy of needs theory and two-factor theory,adopts the methods of literature research and investigation and interview,introduces the concept of balanced scorecard,and conducts an in-depth analysis on the implementation of the current performance appraisal method of Yangzhou Branch of N Commercial Bank from four dimensions of finance,business process,customer,learning and growth,and analyzes the existing problems.And then put forward the idea of optimizing the performance appraisal method of Yangzhou branch of N Commercial Bank based on the concept of balanced scorecard.The research shows that the current performance appraisal method of Yangzhou Branch of N Bank has played an indelible role in the expansion of business scale,the improvement of economic benefits,the attraction and retention of outstanding talents,and the construction of brand and corporate culture in the past few years.However,compared with the new policy,the new situation and the modern management concept,the original performance appraisal method has the following obvious problems:first,it lays too much emphasis on the current financial indicators and ignores the long-term development of the organization;Second,the assessment is result-oriented and does not pay attention to the assessment process.Third,only pay attention to their own performance,not enough attention to the interests of customers;Fourth,it pays too much attention to the organizational performance of the bank and does not consider the employee growth sufficiently.In view of the above problems,this paper,guided by the spirit of "new approach",introduces the balanced scorecard.On the basis of following the principles of strategic orientation,foresight,development and fairness,defines the optimization ideas,establishes the strategic map,constructs the index system and adjusts the index weight.Finally,the index design of the whole performance appraisal method is more reasonable,pay attention to the appraisal process,pay attention to the interests of customers and staff growth.
