Research On Support Policy Of Small And Micro Enterprises In Shandong Province

Small and micro enterprises are distributed and integrated into every position of the social fabric.They play a pivotal role in promoting economic growth,solving social employment,satisfying citizens’ lives and stimulating market vitality.They are the cornerstone of the development of the socialist market economy.In Shandong province under the background of public entrepreneurship,peoples innovation,develop a lot of support small micro enterprise development policy,to promote the small micro enterprise upgrading,at the same time,small micro enterprises generally in disadvantage situation,especially after the outbreak,small micro enterprise’s survival and development face a bigger challenge,need to further optimize the support policy supply,small micro enterprise health and sustainable development.Based on this,this paper focuses on the support policy of small and micro enterprises,takes Shandong Province as the research object,adopts comparative research method,questionnaire survey method and interview method,etc.,applies the theory of market failure and service-oriented government theory,and develops layer by layer according to the policy status and results-problems and causes-countermeasures and suggestions.Firstly,on the basis of referring to the relevant research results at home and abroad,a theoretical analysis framework in line with the supporting policies of small and micro enterprises in Shandong Province is established.Secondly,based on the in-depth analysis of the policy text,the policy effects of supporting the development of small and micro enterprises in Shandong Province are summarized,such as the upgrading of governance structure,the upgrading of industrial structure,the support of development factors,the improvement of entrepreneur quality,and the optimization of development environment.Thirdly,based on the questionnaire survey and interview data,it points out the problems existing in the existing support policies and analyzes the reasons.Then,with reference to the experience of relevant regions at home and abroad,the enlightenment of their practices on the construction of small and micro enterprise support policy system in Shandong Province is summarized.Finally,the paper puts forward countermeasures and suggestions for Shandong to deepen the supporting policies of small and micro enterprises and promote the high-quality development of economy.The research shows that,under the impetus of the existing policy,small micro enterprises in Shandong province quantity rapid growth,optimize industrial structure,increasing activity,position is becoming more and more important role,but due to the concept of service-oriented government transformation,government governance ability insufficiency,the policy execution environment barriers,policy supporting paper analyzes various reasons,As a result,the supporting policies for small and micro enterprises in Shandong Province are not accurate,the supply needs to be strengthened,the market environment needs to be improved,and the social service system is not perfect.To promote the high-quality development of small and micro enterprises in Shandong Province,it is necessary to build a service system for small and micro enterprises,increase the policy supply for small and micro enterprises,optimize the market environment for small and micro enterprises,and improve the policy implementation mechanism for small and micro enterprises,so as to formulate a comprehensive policy system for supporting small and micro enterprises in Shandong Province.This study through the environment,elements,such as governance perspective,combined with the actual survey,supporting policies to the Shandong province small micro enterprise to carry on system analysis,improves the small micro enterprise policy research theory of the breadth and depth,and close to the practice of small micro enterprise development for Shandong province to further support the development of small micro enterprise quality,promote healthy development of the economy provides an important theoretical reference.
