Research On Clean Energy Consumption Considering Trans-provincial Generation Rights Trade

With the rapid development of economy,environmental deterioration and energy crisis,developing clean energy vigorously has become an important trend of the energy industry.However,with the increasing proportion of clean energy,it is difficult to realize the local consumption of clean energy,which leads to high abandonment rate of wind and light,excessive pressure of clean energy acceptance and other problems.Therefore,it is urgent to seek new market mechanism,carry out trans-provincial trade and expand the scope of consumption.As an effective way to promote the consumption of clean energy,generation rights trade can be used as a way to transfer power index between power generation subjects and replace electricity.But at present,the trans-provincial generation rights trade is still severely restricted by serious barriers and incomplete market mechanism.Thus,it is of great academic value and practical significance to study the trans-provincial generation rights trade to promote the trans-provincial consumption of clean energy,and to realize the optimal allocation of energy resources in China.To sum up,this paper conducts the following studies on trans-provincial generation rights trade to promote clean energy consumption:Firstly,the paper analyzes the consumption mechanism and relevant policies of current clean energy consumption,points out the influence of current renewable energy electricity consumption guarantee mechanism on trans-provincial power generation rights trade,and sorts out the traditional power generation rights trade mode.On this basis,a new model of trans-provincial generation right trade is proposed,which is improved in declaration,clearing and settlement mode.And then its advantages and disadvantages are evaluated.Secondly,in order to improve the trans-provincial generation rights trade mechanism,the spatial and temporal scenarios of generation rights trade are designed according to the regional resource endowment,transmission channel constraints,different characteristics of power output and the characteristics of the load side.Farther,six types of generation rights trade and their applicable scenarios are analyzed,such as multiple energy bundling substitution,priority substitution of clean energy,trans-provincial peak adjustment,and internal substitution of power generation group.Finally,based on extensive research and capital search,combined with the current situation,the basic rules of generation rights trade are proposed.Considering the economy and environmental protection of the trade,the potential space calculation model of generation rights trade is constructed.According to the new model of trans-provincial power generation rights trade,Jiangsu province,Zhejiang province and Gansu province are taken as the research object for empirical study.An example is given to verify the validity of the model,and the influence of trade scenario on the potential space of trans-provincial generation rights trade and the influence on renewable energy consumption index is analyzed.
