Because the trend of accelerating economic globalization promotes the further rapid development of technology and science,the competition of the comprehensive of the world In order to accelerate the building of a country with strong intellectual property rights,In2021,the CPC Central Committee and The State Council issued the 《Outline for Building a Country strong in Intellectual Property Rights(2021-2035)》.The Outline clearly proposes to strengthen the evaluation of intellectual property assets,improve intellectual property trading and service platforms,and promote the realization of intellectual property trading,transformation,pledge financing and other services.As an important part of intellectual property,patent has gained great attention in the process of innovation and development in China.The value of patented technology directly affects the legal value and economic value of patent.In order to promote the trade and transformation of technological achievements,it is necessary to study the method of evaluating the value of patented technology.At the same time,the evaluation of patent technology value is of great significance to the analysis of patent comprehensive value.At present,the patent value evaluation index system method is mostly used in value analysis and value review of patents,but there are few studies on the construction of value evaluation index system especially for patent technology value.In addition,the existing patent value evaluation indexes mainly focus on the basic patent description items,reflecting the external characteristics of the patent,and few researchers put forward innovation evaluation indexes to measure the technical value from the internal nature of the patent(such as the characteristics of the patent itself knowledge structure).Based on the above research background,this paper takes the construction of the patented technology value evaluation index system as the main research objective.At the same time,the introduction of innovative knowledge base and knowledge structure of the related theory,from the patent intrinsic properties(for example: patent knowledge structure characteristics itself)to measure value of technology point of view,the patent as the combination of different knowledge elements,analysis of the factors affect the value of a patent technology index,value evaluation based on knowledge of the structure of the patent technology innovation measure,Enrich the patent technology valuation index system.In this study,patent data of 9 institutions belonging to the Chinese Academy of Sciences registered patents at the 2018 Invention Patent Auction were selected as research samples,and the data belonged to clean energy,intelligent manufacturing and health industries.In this study,the batch data were used to calculate the patent technology value evaluation index.The index value was used as the basis for the Entropy-TOPSIS method to analyze the weight of each index of the patent technology value evaluation index model,and the weight obtained was verified by the coefficient of variation method.Then,the weight of the patent technology value evaluation index model constructed by Entropy-TOPSIS method was used to calculate the comprehensive evaluation results of each patent,and the comprehensive evaluation results of the patent were compared with the starting price of the batch data in The Chinese Academy of Sciences to analyze the relative rationality of the index system construction.The results show that the evaluation results of patent technology value evaluation index system constructed in this paper are correlated with the initial bidding price of the registered auction patents,which proves the rationality of the evaluation index system to a certain extent.In addition,the weight of the patent technology value evaluation index proposed in this study from the perspective of knowledge structure accounted for 33.87% in the patent technology value evaluation index system,indicating the importance of considering the patent knowledge structure index in the process of evaluating the patent technology value.The objective and reasonable evaluation of patent technology value can not only serve as an important basis for technology maintenance,technology innovation and science and technology early warning decision,but also help realize technology and achievement transformation.
