| China’s expressways are primarily operated and managed by state-owned enterprises,which embodies obvious characteristics of "public goods".They are important basic industry in China and provide significant service guarantee for economic development and public travel.However,the toll information that ordinary highway users can obtain in the process of using is quite limited,which makes it difficult to verify the accuracy of tolls.Especially after the toll reform in 2020,the degree of information asymmetry between management units and users is further intensified,and an increasing number of users begin to question the accuracy of tolls.In this paper,the toll dispute demands of Fujian expressway’s users are taken as the research starting point.Furthermore,the research is carried out by questionnaires,interviews,etc,so as to objectively demonstrate the actual situation of toll information disclosure of expressway at present,and deeply explore the influence of insufficient toll information disclosure and information asymmetry on users.The main reason for the issue is the lack of key charging information such as charging mileage,traffic routes as well as special charging policies.Moreover,the imperfect function of toll inquiry also renders great inconvenience to users.The traditional business model and facilities are the objective factors that affect the information disclosure,but the more important internal factors are the business philosophy of the management units and the absence of external supervision.Based on the theory of information asymmetry and the theory of new public service,this paper attempts to put forward specific suggestions and measures to improve the toll information disclosure of expressway with the aim of solving problems and serving users.This research strives to provide reference suggestions for the management units to strengthen the management system and safeguard the basic rights and interests of users. |
