For ensuring the effective supply of vegetable products in China,promoting the improvement of agricultural production efficiency,innovating the circulation system,and improving farmers’ income,a series of policies for the vegetable industry has been published by the China’s central and local governments since the reform and opening up.At present,China’s vegetable production continues to grow,the supply capacity is improved gradually,the food safety construction continues to deepen,the level of agricultural mechanization is constantly improved,and the layout of agricultural products producing areas is also constantly optimized.So,do the production support policies really have an impact on the scale of vegetable planting?What are the specific factors that affect the influence of vegetable planting scale?Based on this,this study attempts to review the evolution and development logic of vegetable production support policy since China’s reform and opening up.The specific policies and measures of the government implemented by the central and local governments on vegetable production are summarized.Then the research on the impact of production support policy on vegetable planting scale was conducted.The following are the main contents and conclusions of this research:(1)Systematically combed the historical changes and development logic of the supporting vegetable production policies since the 1980 s.System review for more than 30 years to the evolution of the central government vegetable production support policy,summarized as five stages of development,in turn to meet the urban and rural agricultural supply and demand balance,expand the production circulation expansion stage,pay attention to the quality of rapid development stage,improve the policy system,standardize the comprehensive promotion of industry development and accelerate the development of agricultural modernization policy expansion stage the five stages.At the same time,the change of vegetable production support policy reflects the change of the status of China’s agricultural industry and the political preference of the top designers,which are affected by economic development and social people’s livelihood.(2)The main contents of the Chinese vegetable production support policy were systematically reviewed and evaluated.The vegetable production support policies are mainly summarized and qualitatively evaluated from the two levels of the central and local governments respectively.At present,China’s central and local governments attach great importance to the development of vegetable industry.A number of subsidy policies covering the vegetable industry chain have been formulated and implemented,which achieved good results.But overall,the current vegetable production support policy support strength and coverage is small.The scale development of the vegetable industry is not balanced among the regions.Thus,there is still great room for development in the implementation of vegetable production support policy in China.(3)Carry out an empirical study on the impact of production support policies on vegetable planting scale.The effects on vegetable planting scale were studied from external factors and internal factors respectively.The theoretical model was constructed by taking the four external factors of production support policy,price fluctuation degree and scale benefit as independent variables and large-scale planting as the dependent variable.Structural equation modeling was used to study the impact of production support policies on vegetable planting scale.The research results show that: there is a significant effect of the production support policy on the scale effect and the price fluctuation degree;The scale benefit and the price fluctuation degree have a significant positive impact on the large-scale planting,both of which have been tested;Production support policies have no direct and significant impact on large-scale planting,but there is an mediation effect on large-scale planting through the degree of price volatility;The mediation effect of planting on economies of scale exists.(4)The internal factors that influence farmers to expand the scale of vegetable planting were analyzed.Taking expanding the scale of vegetable planting as the explained variable,and using the seven variables of gender,age,educational level,the number of household labor,household vegetable planting area,planting years,and the proportion of vegetable income in household income as indicators,a binary logistic regression was constructed.regression model for analysis.The research results show that the gender of farmers in human capital has no effect on the expansion of vegetable planting scale,farmers aged 45-50 and farmers with higher education levels are more willing to expand the scale of vegetable planting;The number of laborers in natural capital and the year of vegetable planting have no significant impact on farmers’ expansion of vegetable planting scale,and farmers with a planting area of more than 1.3 hectares are more likely to expand the scale of vegetable planting;The proportion of vegetable planting income in the financial capital to household income have a significant impact on farmers’ expansion of vegetable planting scale,which is mainly reflected in the greater the proportion,the more willing to expand the planting scale.Finally,summary the conclusion of this research,and the policy suggestions to improve the vegetable production support policy and promote the vegetable scale development are put forward.First,improve the policy system and strengthen the basic support of modern agriculture;Second,strengthen the policy implementation and expand the scope of policy support;Third,cultivate high-quality professional farmers and promote industrial transformation;Fourth,play a leading role and improve the scale effect.
