| Today’s world is an open world,and the concept of development is the precursor of development actions.The concept of open development,as one of the five development concepts,provides an action guide to improve the quality of China’s opening to the outside world and the internal and external linkage of development.The new technological revolution is the biggest opportunity for the new round of opening up to the outside world.As a key element in the new technological revolution,data should be fully explored for its value,prompting the promotion of productivity enhancement and effective improvement of resource allocation efficiency,promoting the release of a higher level of open development potential,and becoming the core driving force for promoting high-quality economic development.In order to explore the impact of data elements on open development,firstly,according to the connotation of the concept of open development in the Fifth Plenary Session of the 19 th Central Committee and the 14 th Five-Year Plan,and combined with the analysis made by scholars,an index system was constructed to measure the level of open development in China.Based on the results of the entropy-weighted TOPSIS model,the open development level of China has been greatly improved in recent years,but the differences between regions are still obvious.Secondly,using the above measurement results,three types of regions,namely superior,mediocre and backward,are classified using the systematic clustering method.Then,a spatial econometric model is constructed to study the influence of data elements on open development,with data elements as the core explanatory variables,mainly considered from the perspective of inputs,i.e.,hardware inputs for data storage and processing,data industry labor inputs,and data platform inputs.Based on various tests,the results show that the spatial Durbin model outperforms the spatial error model and the spatial lag model.After the study,the following conclusions are drawn: first,data elements significantly enhance the level of open development in each province,among which,hardware input and labor input have a significant positive effect on the level of open development,while the regression coefficient of platform input is positive but not significant;second,data element input has a spatial spillover effect,and the data element input of neighboring provinces has a significant effect on the level of local open development;third,data elements have different degrees of effects on different types of regions;mediocre and backward regions should accelerate the introduction of capital or talents and pay attention to the investment in hardware such as communication equipment and data storage;fourth,transportation infrastructure,science and technology and education level and tax burden of foreign enterprises can improve the level of open development.In response to the above conclusions,the following suggestions are made: first,to enhance government support and strengthen the complementary data talents between provinces and regions;second,to strengthen the hardware investment in data storage and processing and accelerate the circulation of data elements;third,to effectively improve the platform investment and promote the close integration with various industries. |
