Problems And Countermeasures Of Government Management In Local Government PPP Projects

PPP is the cooperation between the government and social capital.It is derived from Public-Private-Partnership.The PPP model refers to a long-term partnership that takes government procurement services as the main body,contracts as the main legal basis,and shares risks and benefits with the government and social capital..In recent years,my country’s local governments and various functional departments have promulgated policies,laws and regulations related to PPP,as well as a series of specific measures.It can be seen that PPP has become a part of China to improve the efficiency of public service supply and the construction of new urbanization.important institutional arrangements.The "quasi-public goods" nature of PPP projects and the functional orientation of the government determine that they must be supervised by the government.This requires the government to make adjustments under the new situation,not only to establish a mechanism for sharing benefits and risks,but also to focus on role transformation based on the capabilities and responsibilities of the government and enterprises.When formulating traditional restrictive management measures,with meticulous service and assistance.In China,infrastructure and public services such as waste disposal projects are mainly undertaken by the state,and with the increase of population and the gradual increase in number,the pressure on government finance is also increasing.And because of the government’s franchise,its waste treatment efficiency,resource utilization,and innocuousness are all low,and the treatment capacity is obviously insufficient.The problem of garbage "siege" is becoming more and more prominent.In this context,how to find a new way out in urban domestic garbage management-PPP mode.This paper takes the local government as the starting point,selects the case of the PPP project of waste treatment infrastructure construction in the western prefecture-level city C,analyzes its problems in depth,and summarizes the experience and lessons.Using literature research,case analysis,summarization,field investigation and other research methods,it analyzes the problems existing in the local government management of PPP mode,and conducts research from the aspects of system,method,and institutional body.In terms of the transformation of government functions,special legislation,strengthening of institutional settings,cultivating talents,and formulating incentive measures,further corresponding countermeasures have been put forward to achieve a win-win situation.It aims to promote the healthy development of PPP projects in practice by local governments in my country,and to improve the government’s management level,service capacity and service quality.
