| Coast radio station is a grass-roots institution directly under the maritime system.Its main business is divided into public welfare communication and public communication.On this basis,it has also opened four business systems: distress safety communication,maritime safety information broadcasting,conventional communication and air patrol emergency communication.With the proposal of the concept of service-oriented government of the Ministry of maritime affairs,coastal radio is also actively responding to the construction of service-oriented maritime and striving to build a service-oriented coastal radio.With the increasing frequency of marine development activities,the ship traffic flow will continue to grow,the navigation environment will be more complex,and the situation of navigation support will be more and more severe.It is bound to put forward higher demand for water safety communication,which not only brings challenges to the communication service of coastal radio,but also brings opportunities to coastal radio.In the face of such a complex shipping environment and a large number of ships,in order to make ship navigation more convenient,ship transportation relatively safe and the life safety of people involved in the sea more guaranteed,it is urgent to establish a reliable navigation communication public service guarantee system.However,due to the lagging development of the public service system of coastal radio,the public service capacity of coastal radio does not match the requirements of maritime communication guarantee in the new era.In order to promote coastal radio to better perform its duties of boosting shipping economy,serving water supervision,connecting with local maritime communication construction and safeguarding maritime territorial sovereignty under the new situation,coastal radio urgently needs to find a construction path to improve the public service capacity of maritime communication.Shanghai coast radio station is the largest coast radio station in China and has the business and equipment covering all radio stations in the country.Therefore,taking Shanghai coast radio station as the main research object,this paper explores the path choice of Shanghai coast radio station in improving public service capacity,which can help us take one example against three,and promote the successful experience to the national coast radio station.This paper combs the research status of public sector and maritime service sector at home and abroad,clarifies the concepts of Public service,public service capacity,maritime institutions,service-oriented maritime,coastal radio,and introduces the public goods theory and new public service theory.Through consulting the data,we know the current situation of national coastal radio,including the development process,organizational structure,overall structure,system and mechanism,service content and supply capacity of national coastal radio,which lays a theoretical foundation for the further study of the current situation of Shanghai coastal radio.By reading the literature,books and account data,the current situation of Shanghai coastal radio and comparing the development status of national coastal radio,it can be verified that the research on Shanghai coastal radio is representative.This paper uses four research methods:comparative analysis,questionnaire survey,data analysis and data analysis,this paper discusses the problems existing in the public service of Shanghai Coast Radio and excavates the deep reasons.After analyzing the reasons and insufficient comparison,this paper puts forward the countermeasures to improve the public service of radio stations.Through the research of this topic,we can draw the conclusion that improving the public service ability of radio stations needs to start from the aspects of establishing and improving the communication service system,strengthening the business ability and level of water safety communication,improving the level of communication facilities and equipment,scientifically managing service personnel,strengthening the R& D and application of communication technology and innovating the service system. |
