Abstract/Summary:
In November 2013,Anhui Province was approved to become the second province in China to carry out the pilot work of innovative province construction after Jiangsu Province.Although it has certain advantages in location and transportation,compared with developed provinces and cities such as the Yangtze River Delta and coastal areas,innovative development is difficult to achieve leapfrog development.Only by "playing the first hand of innovation" proposed by General Secretary Xi can it occupy a place in the integrated high-quality development and construction of the Yangtze River Delta.Firstly,this paper summarizes the relevant research on regional innovation at home and abroad,and combs the research status and evaluation methods of the construction of innovative provinces;It is found that there are few studies on the dynamic efficiency of innovative province construction,and there are relatively few studies based on cities in the province;Therefore,through the analysis of the current situation of the construction of innovative provinces in Anhui Province,taking the six-year panel data of 16 cities in Anhui Province from 2015 to 2020 as the research object,this paper analyzes the innovation construction efficiency of 16 cities in Anhui Province from 2015 to 2020 by using DEA three-stage model and DEA-Malmquist index model,and puts forward suggestions on the innovation development of 16 cities and the construction of innovative provinces in Anhui Province according to the analysis results.In the empirical analysis,the DEA three-stage model can be seen that the external environmental factors such as residents’ development level,knowledge accumulation,achievement and transformation,education level and so on have an impact on the innovation construction;Comparing the efficiency values before and after adjustment,the comprehensive efficiency is mainly affected by the scale efficiency.DEA-Malmquist index model shows that the efficiency of innovative construction in16 cities of Anhui Province is mainly affected by the progress trend of technical level.The higher the technical progress index,the better the efficiency of innovative construction.By constructing a dynamic static two-dimensional matrix based on the mean value of total factor productivity of 16 cities from 2015 to 2020 and the mean value of comprehensive efficiency in the third stage,it can be seen that the innovation development of 16 cities in Anhui is unbalanced.Fuyang,Bozhou,Huainan,Chizhou and Anqing,which are in the "L/L double low type",have the least progress in innovation and construction,and lack of development space;Suzhou,Xuancheng,Huangshan,Wuhu and Bengbu are in the "H/H double high type",indicating that the development momentum of innovation construction is good;Maanshan,Hefei,Chuzhou and Tongling,which are located in the "L/H low-high type" cities,are at the leading level in innovative construction and tend to develop stably;Huaibei and Lu’an,which are located in "H/L high-low type" cities,although the innovation and construction efficiency is low,the growth rate is large,and there is still much room for progress.Anhui cities should continue to strengthen technological innovation,form greater scale effect and better build an innovative province.Finally,according to the research results,the paper puts forward some suggestions on the innovative development of 16 cities in Anhui and the construction of innovative provinces in Anhui,provides ideas for the construction and development of innovative provinces in Anhui,and also has reference significance for the construction of innovative provinces in other provinces.Figure [30] Table [16] Reference [126]...
