Study On The Benefit Of Supporting And Increasing Income Of Reservoir Migration

Since the issuance of document No.17(2006),the late support policy for reservoir resettlement has been implemented for more than 15 years.With the gradual establishment and improvement of monitoring evaluation and performance evaluation work system,the effect of late support and income increase for reservoir resettlement has become one of the main indicators to evaluate the output and implementation of late support policy.From the perspective of improving the overall implementation level of the policy,it is worth studying how to compare and evaluate the income increase effect of the support policy for reservoir resettlement in different regions.Firstly,this paper systematically describes the basic theories related to reservoir migration,defines the concept and connotation of the effect of late support and income increase,and sorts out its characteristics.At the same time,the related concepts and common methods of comprehensive evaluation are introduced,and the advantages and disadvantages of different methods are compared and analyzed.According to the suitability of the evaluation method and theory to the studied problem,data envelopment analysis method is chosen as the evaluation method of this paper.Then,in the systematic analysis of effect of the reservoir migrants late-stage support basis according to the purposes and principles of evaluation,the income effect of refining is divided into balance effect,compared with the local residents’ production and living effect sustainable development level and the education effect three levels,then from the Angle of resources,the input-output efficiency has established the reservoir migrants late-stage support effect evaluation index system.Finally,according to the characteristics of the reservoir migrants late-stage support way and the evaluation index system,build the reservoir migrants late-stage support effect evaluation model,and using the four county in henan province as the example,using the evaluation index system and the data envelopment analysis(dea)model,reservoir migrants late-stage support effect analysis and evaluation,and qualitative efficiency advice is given according to the results of the analysis and evaluation.
