With the support of central policy,the rapid economic development in recent years,the demand for electric power has increased sharply.However,the South Of Jiangxi is also a region with insufficient coal resources.Therefore,the contradiction between energy supply and demand has highlighted the practical significance of the feasibility study of the construction of large energy investment projects in South of Jiangxi.Large infrastructure projects involve huge investment and concern the national economy and people’s livelihood.In particular,short-sighted behavior and wasteful investment should be avoided.In this thesis,taking the construction of large-scale energy projects in Southern Jiangxi as the research object,combined with the case of H power plant expansion project,the investment risks faced by large-scale energy projects are identified and evaluated according to the investment decision-making stage,financing stage and construction stage of the project.Due to the need of research,the risk quantification model R=SL was modified appropriately,and the concept of investment correlation degree was introduced to comprehensively evaluate the investment risk from three dimensions: the importance of risk,the possibility of risk occurrence and the investment correlation degree.The most important investment decision risk,financing risk and cost control risk in each stage of project construction were identified,which pointed out the direction for dealing with the investment risk of the project.According to the evaluation results of the investment risk of H power plant expansion project,this thesis focuses on the investment risk response strategy from three aspects: project investment decision,financing decision and cost control.By analyzing and evaluating the project construction schemes,comparing,demonstrating and optimizing the schemes,we can choose a better construction scheme to resolve the decision-making risk of project investment.In the project financing stage,in order to solve the financing problem,the mixed ownership reform of central enterprises is carried out to solve the problem of "strong development,control debt".By introducing private enterprises’ strategic investment,the company reduced its own capital,and at the same time,it solved the financing problem of the project and the financing risk of the project investment by their respective credit guarantee and mortgage guarantee.If a project wants to be in an advantage in the fierce market competition,it must pay attention to the control of the economic cost of the project,take effective cost control measures,reduce unnecessary cost waste,and achieve the optimal project cost.At the stage of project construction,through the practice and research of cost control of thermal power plant construction unit in H power plant expansion project,through scientific preparation of project budget estimate,at the initial stage of project construction,the cost control modules of engineering unit are divided according to the characteristics of power engineering construction,and the target control value and alarm value of each unit cost are worked out.During the construction process,dynamic analysis and monitoring of unit cost are carried out,and the whole process of project decision-making,design,budget estimate preparation,procurement,construction,completion and delivery is controlled,so as to resolve the cost control risk of project investment.By adopting the above investment risk response measures,the investment risk of H power plant expansion project has been effectively resolved.In this thesis,the risk analysis and risk response strategy of H power plant expansion project are studied,which provides theoretical guidance for the project construction and has achieved positive results.The project was successfully put into operation in December 2021,effectively solving the problem of power shortage in Southern Jiangxi.At the same time,the investment budget and technical indicators of the project have reached the expected goals.The research results have certain reference significance for similar energy construction projects.
