| Since the 20 th century,the problem of resource shortage in the world has become increasingly prominent,and the recycling of secondary resources has been concerned by countries all over the world.In the theory and practice of socialism with Chinese characteristics,the construction of ecological civilization with Chinese characteristics is an important part,and the recycling of secondary resources is very important to the construction of ecological civilization.China’s secondary resources recycling has experienced decades of development,and the policies of secondary recycling are also constantly improving.Although the development of China’s secondary resources recycling market is good on the whole,there has been chaos in China’s secondary resources recycling for a period of time.The main reasons include the weak pertinence of the policies implemented by the government and the inadequate implementation of the responsibilities of relevant units.This has led to informal enterprises squeezing the living space of formal recycling enterprises by improper means in the secondary resource recycling market.This situation makes it difficult for regular recycling enterprises to survive in the recycling market.Therefore,it is necessary to sort out and analyze China’s secondary resources recycling policies,and explore a relatively more effective policy combination to promote the orderly development of secondary resources recycling market.This thesis systematically combs,summarizes and explains China’s secondary resources recycling policy,and uses simulation software to build a model to analyze and discuss the recycling policy.The specific content is divided into the following parts.Firstly,this thesis analyzes and discusses the ecological environment protection thought of Marx and Engels,and expounds the sustainable development theory of Marx and Engels.On this basis,the thesis combs the development process of China’s ideas on ecological and environmental protection,and summarizes the relevant policies and measures of China’s secondary resources recycling in various periods.Secondly,the thesis selects typical secondary resources to build a recycling simulation model to simulate the implementation effect of secondary resources recycling subsidies,supervision and other policies.Finally,the thesis compares and analyzes the secondary resource recovery market under each policy combination,and summarizes the relatively optimal policy combination.By combing the relevant policies,this thesis finds that the secondary resource recovery policy implemented in China is mainly divided into three stages: the first stage is from the first five year plan to the fourth five year plan.National leaders began to pay more attention to the recycling of secondary resources,and the government issued a small number of policy documents to promote the development of the recycling market.The second stage is from the fifth five year plan to the ninth five year plan.At this stage,the system of laws and regulations related to secondary resource recycling has been gradually improved,and the recycling policy is dominated by supervision.The third stage is from the tenth five year plan to the thirteenth five year plan.National leaders have paid unprecedented attention to the recycling of secondary resources,and the government has implemented a recycling policy with equal emphasis on supervision and subsidies.The government not only attaches importance to the support of formal recycling enterprises,but also attaches importance to the supervision and crackdown on illegal recycling.This thesis uses the simulation model to simulate the above regulatory policy and subsidy policy.Through the analysis and research of the simulation results under 13 policy combinations,this thesis finds that compared with the situation without policy implementation,the implementation of subsidy policy in the growth stage of the recycling market and regulatory policy in the mature stage of the recycling market can reduce more than 700 illegal recycling enterprises in the recycling market(by 97.9%),and the annual waste lead emission can be reduced by219600 tons(by 45.8%).Compared with other policy combinations,the policy combination makes the waste lead emission in the recycling market reach a relatively minimum level,and the number of illegal recycling enterprises in the recycling market is also at a low level.Moreover,the utilization efficiency of government funds under the policy combination is more than 30% higher than that of other policy combinations.Therefore,this thesis believes that the policy combination is a relatively optimal dynamic combination policy,and the implementation of this policy combination can bring higher economic and environmental benefits to the society.Based on the analysis of the above process,this thesis gives policy suggestions:government management departments should appropriately change the implementation of policies according to the situation of secondary resource recovery market.In the growth stage of secondary resource recovery market,the government should pay more attention to tax reduction and subsidies.In the mature stage of secondary resource recovery market,the government should use more financial funds for supervision,so as to achieve better environmental and economic benefits.Recycling enterprises should realize that the standardization and order of the recycling market will promote their own development,so they should comply with the requirements of government management departments,take formal recycling channels,exchange low pollution emission rate for government subsidies and achieve long-term development,so as to achieve the coupling of national sustainable development and enterprise sustainable development. |
