In recent years,the party has always adhered to the implementation of innovation-driven development strategy,the scientific and technological self-reliance and self-improvement as a strategic support for national development.in October 2019,the fourth plenary session of the 19 th CPC Central Committee considered and adopted the "decision of the CPC Central Committee on adhering to and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity",on "improving the science and technology However,due to the constraints of geographic environment and economic structure,the institutional mechanism of science and technology innovation governance in some small and medium-sized cities is still not perfect,and the foundation of science and technology innovation is still weak.Through the in-depth research on the science and technology innovation governance of Rongchang District,it is found that there are still some problems in the science and technology innovation governance of Rongchang District,which leads to the development capacity of science and technology innovation to be improved and the vitality of science and technology innovation is not enough,so this topic is proposed for research.The research methods of this paper are mainly literature research method,survey research method and data analysis method.First,literature research method.Through the collection,analysis and investigation of the existing relevant literature,the information released by authoritative institutions such as Science Press and Science and Technology Management Research,the basic situation of science and technology innovation governance at home and abroad is analyzed comprehensively and systematically to provide the theoretical basis for constructing the governance model of science and technology innovation in Rongchang and proposing countermeasures for science and technology innovation governance in Rongchang.Second,research interview method.Through field visits to the departments and enterprises related to science and technology innovation governance,we listen to opinions and suggestions,collect first-hand information,and provide an effective basis for the article’s practical argumentation.Third,the data analysis method.Through targeted data collection from neighboring districts and counties in charge of science and technology and from relevant units in the region,especially by issuing questionnaires to more than 50 enterprises by industry,the various types of data received are summarized and analyzed and processed to analyze the reasons behind the data generated and the connection between the data to help themselves put forward more scientific and effective countermeasure suggestions on the way of science and technology innovation governance in Rongchang.This paper uses triple helix theory,regional innovation system theory and social governance theory to sort out and summarize the main functions of various government departments in Rongchang in the process of scientific and technological innovation governance,and the basic situation of scientific and technological enterprises,innovation platforms,and scientific and technological talents participating in scientific and technological innovation governance.Due to Rongchang’s incomplete understanding of the functions of the science and technology department,insufficient synergy to promote scientific and technological innovation of enterprises,incomplete scientific and technological service system,and weak awareness of transformation and upgrading of high-tech zones,there are still some problems in the governance of scientific and technological innovation,such as: the allocation of government’s scientific and technological innovation resources Insufficient,the technological innovation capability of enterprises is still weak,the development of technological intermediaries is relatively lagging behind,and the leading role of innovation in high-tech zones is not obvious.In this context,the countermeasures of Rongchang’s scientific and technological innovation governance are put forward in a targeted manner,which should be developed from several perspectives,such as optimizing the allocation of scientific and technological innovation resources,accelerating the construction of a scientific and technological innovation community,improving the service efficiency of scientific and technological intermediaries,and promoting scientific and technological innovation governance through the construction of high-tech zones.The two wheels of scientific and technological innovation and governance should be coordinated and exerted each other,so as to promote scientific and technological innovation work through governance,and promote the high-quality economic and social development of Rongchang through technological innovation. |
