| Without modernization of agriculture and rural areas,there will be no modernization of the whole country.It is imperative to do our work well.For the policy of agricultural subsidies,it mainly refers to the preferential policies given by the Chinese government for the three rural groups in order to effectively promote the development of modern agriculture,improve the actual income level of farmers,and realize the sustainable development of rural areas,which has important significance and role.Since the official implementation of the policy,China’s rural areas have undergone significant changes,agricultural development momentum,farmers’ income and living standards improved.Therefore,the policy of benefiting farmers is not only a policy to strengthen farmers,but also an important project for the people.Based on Smith’s policy implementation theory,this thesis analyzes the important measures taken by Funing County in the implementation of agricultural subsidy policy from the four dimensions of idealized policy,executive organs,target groups and environmental factors.Based on the investigation of country its subsidy policy implementation,at the same time in accordance with the policy implementation theory involved in Smith idealized policy,enforcement agencies,target groups,environmental factors and other related content,in view of the country and subsidy policy implementation questionnaires and interviews,but also found in the policy implementation also exists some problems that needs to be overcome: The implementation of preferential agricultural subsidy policies is poor,the implementation of preferential agricultural subsidy policies is inefficient,farmers have low awareness and participation rate of preferential agricultural subsidy policies,and the implementation environment of preferential agricultural subsidy policies is deficient.The reasons for these problems are as follows: the establishment of preferential policies for farmers is not perfect,the implementation of preferential policies for farmers is weak,the publicity of preferential policies for farmers is not in place,and the implementation mechanism of policies is not perfect.Based on the actual situation of Funing County,the beneficial experience of other areas,combined with the service-oriented government theory and positive welfare theory,put forward suggestions to improve the implementation of Funing county’s agricultural subsidy policy.According to the theory of service-oriented government,the government in the process of corresponding subsidy policy,the need to transform their ideas,perform the appropriate or not should be based on corresponding subsidy policy to the people,whether they can meet the demand of the masses,whether can solve the reasonable demands,will be able to comply with the appropriate will,based on the country as well as the corresponding subsidy policy execution problems and causes,It is suggested that the implementation effect of the policy should be further improved by improving the reasonableness and enforceability of the policy and the executive power of the main body of the policy.According to positive welfare theory,in the process of welfare for farmers,should through the establishment of perfect mechanism,thus creating a favorable environment actively,for farmers,at the same time of gain corresponding subsidy,also need to play its role,actively cooperate with the government,at the same time of subsidies,undertake the obligation to study corresponding subsidy policy,Create conditions to improve their living standards to achieve the purpose of the subsidies and policy implementation,based on the country as well as the corresponding subsidy policy execution problems and causes,puts forward should be through the play to the subjective initiative of farmers,improve the execution mechanism and other measures benefit farming policy,improve the country in implementing its subsidies policy effect,achieve its policy objectives. |
