How The Combination Of Rural Revitalization Policy Tools Can Promote The Income Growth Of Rural Residents

The rural revitalization strategy is a major strategic deployment put forward by the Central Committee of the Communist Party of China,which focuses on the overall situation and based on the current situation of my country’s agricultural and rural development.Since General Secretary Xi Jinping proposed the concept of rural revitalization,local governments have formulated a large number of policies related to rural revitalization based on the development of agriculture and rural areas in their regions.Are there any shortcomings in the formulation of these policies? Can it effectively promote the prosperity of farmers,one of the goals of rural revitalization,and the smooth realization of it? This paper uses the text analysis method and the fuzzy set qualitative comparative analysis method to explore the realistic path of rural revitalization policies affecting the per capita disposable income of rural residents to achieve rapid growth,and analyzes the problems existing in the texts of rural revitalization-related policies,and then puts forward corresponding measures.policy suggestion.(1)Through the statistical analysis of the types of policies related to rural revitalization,publishing departments,and publishing years,it is found that the current diffusion model of rural revitalization-related policies in my country is mainly "top-down",and does not pay attention to "bottom-up" diffusion mode.When formulating relevant policies,a rural revitalization policy diffusion model with point-to-face and point-to-face combination should be formed,which can promote the benign interaction between top-level design and grass-roots practice.(2)By analyzing the content of rural revitalization-related policy texts and coding the text content in combination with the theory of policy tools,it is found that local governments have neglected the use of demand-side policy tools when formulating rural revitalization-related policies,so the use of policy tools The proportion should be balanced,and the proportion of demand-side policy tools should be appropriately increased.(3)Through the qualitative comparative analysis method of fuzzy sets,two effective paths to realize the rapid growth of farmers’ income are obtained,namely the supply-environment-demand co-promoting path and the supply-environment complementary path.It is further proposed that when formulating policies related to rural revitalization,local governments should pay attention to nine aspects:infrastructure construction,public service supply,financial support,personnel training,environmental governance,financial services,demonstration projects,organizational guarantees,and legal and regulatory guarantees.
