With the booming of global economy,economic spatial breadth,the continued decline in resource bearing capacity,and the increasing increase in environmental investment have caused impact on social development,and sustainable development has become a global consensus on these issues.How to achieve sustainable development of economic and environment has become the focus of scholars and policy makers in related fields.For China,since the reform and opening up for more than 40 years,the economy has evolved,and the per capita income has increased significantly.However,while economic growth,there have been problems such as regional development,continuous imbalance of population flow and excessive resource and environmental excessive consumption.Based on the above problems,specific research work this paper mainly includes two aspects:First of all,this paper divides the capital production factors into two categories:environmental capital and general capital,and combines the environmental production level,inequality level,sustainable income growth level and welfare level,the framework of sustainable development should be constructed to form an endogenous growth model driven by sustainable development.Dividing the economic system into the productive sector,the household sector and the government sector in the endogenous growth model driven by sustainable development,and considering the government’s tax behavior,the best conditions of consumption and capital of representative families are obtained by Hamilton’s function.The sustainable development under three tax scenarios: the sustainable development under the general tax of environmental capital(EGS),the sustainable development under the low tax of environmental capital(ELS)and the sustainable development under the subsidy of environmental capital(ESS)are further put forward,based on the data of Chinese cities,the numerical results of four levels under different tax scenarios are obtained.The results show that the sustainable development under the environmental capital subsidy has more positive effects on the four categories than on the other two tax scenarios.In addition,two policy parameters,investment regulation and environmental expenditure,which need to be considered by policy makers,are proposed and simulated to obtain policy effects.Secondly,starting from the level of environmental,this paper aims at reducing the spatial differentiation of regional economic growth and improving the balance of growth,combining the level of environmental production with economic growth,this paper designs a spatial general equilibrium model with environmental sustainability,which covers three sectors and three factors,and constructs an inter-city environmental and economic development level index,which is used to study the sustainable development of cities in China.Then,starting from the level of environmental production and the correlation of factors,this paper analyzes the mechanism of sustainable development advantageous cities,and obtains three theorems: Theorem 4.1,the impact of the improvement of environmental production level on the sustainable development of the city is positive,and the level of environmental production is related to the city market scale;Theorem 4.2,improving the general capital of the city,maintaining the stability,there is a connection between the factor structure and the industrial association;Theorem4.3,the expansion of the city scale is conducive to improving the level of sustainable city development,and the city scale is related to the industrial association.In the empirical part,this paper selects the city panel data from 2008 to 2018,takes 282 prefecture level cities as the research object,and obtains the numerical results of sustainable development of each city in recent 11 years.The analysis shows that China’s city sustainable development level is low,the regional development difference is large,and has formed a sustainable development advantage city cluster based on the boundary of ShandongJiangsu-Zhejiang-Fujian-Guangdong province.Further,with the help of the fixed effect panel(FE)model,the spatial heterogeneity of sustainable development is deeply analyzed from different temporal and spatial scales,and the effectiveness of the three theorems is verified,which provides a certain theoretical basis and empirical support for decision makers to formulate reasonable sustainable development regulation strategies.
