Analysis On The Implementation Of Rural E-Commerce Policy In Sichuan Province:Problems,Causes And Countermeasures

Since 2014,the Ministry of Commerce and the Ministry of finance have jointly carried out a comprehensive demonstration of e-commerce in rural areas across the country.Up to now,it has been implemented for seven consecutive years.The policy adheres to the principle of "market-oriented,government guidance,overall planning,innovative development,point to area,key breakthroughs,adjusting measures to local conditions and highlighting characteristics",guides the participation of social capital through financial funds,establishes and improves the county rural e-commerce circulation system,improves the public service function of e-commerce,promotes the rise of agricultural products and the decline of industrial products,and stimulates the vitality of consumption,We will increase farmers’ income and promote economic development.As a major agricultural province in the west,s province has a certain industrial foundation.Over the years,it has won the comprehensive demonstration support of e-commerce in rural areas from ministries and commissions,and its strength is among the best in the country.This paper takes the comprehensive demonstration of e-commerce in rural areas in S Province as the research object,aiming to analyze the problems and reasons existing in the implementation of the policy,and put forward the optimized implementation path for the next demonstration work to achieve better results.Firstly,by reading the literature,the author studies and compares the concepts and theories related to e-commerce and public services at home and abroad,and summarizes the research focus and achievements of the existing literature;Secondly,it analyzes the basis,conditions and development status of e-commerce comprehensive demonstration in rural areas in S Province,focusing on the demonstration counties with poor results;Thirdly,the demonstration policy is analyzed by means of questionnaire survey and field research to find out the crux of the problem,and put forward some optimization suggestions combined with theoretical research.Through research,it is found that the comprehensive demonstration of e-commerce entering rural areas in S province plays a leading role in the development of rural e-commerce at county level.However,due to incomplete understanding of policies,lack of implementation standards and norms,low quality and efficiency of implementation transformation and backward development concepts.In the implementation process of demonstration projects,there are problems such as the policy system to be improved,the implementation subject positioning is not accurate,the target group policy recognition is not high,the overall implementation environment is not good,leading to the phenomenon of not obvious performance,insufficient sustainability.In some places with a good industrial foundation,demonstration projects played an obvious role in promoting and leading the online retail sales of rural agricultural products increased rapidly.In some areas where the industrial foundation is weak or management is not in place,the leading and exemplary role of policies is not well played,and the performance of policies is not up to standard.In view of the above problems,through investigation and research and combined with his own work experience,the author puts forward opinions and suggestions from four aspects: strengthening and perfecting the policy system,strengthening the implementation subject,focusing on the main tasks and optimizing the implementation environment,hoping to provide reference for relevant functional departments in the process of policy implementation and provide relevant experience for the formulation of similar policies.
