Since the 14 th five year plan,China is in the transition period of new urbanization construction. The government promotes the construction of new urbanization and regards urbanization development as the basic way to narrow the income gap between urban and rural areas."New urbanization" is the general requirement of the next stage of promoting the integrated development of urban and rural areas. However, there are still differences on whether the development of new urbanization can effectively improve the income imbalance between urban and rural areas. The period from 1950 to 1960 was a period of post-war economic take-off in Japan. At this time, the income gap between urban and rural areas(the income ratio of workers and peasants)reached its peak. There began to be a turning point in the 1960 s,and the income ratio of workers and peasants gradually narrowed until it became stable;Even in the mid-1970 s,the per capita income of rural families exceeded the income level of urban families from time to time.Urbanization development and urban-rural income are the key factors faced by China and Japan in the transition period of development. It is an important topic to learn from the experience of Japanese urbanization construction, further deepen the research on the relationship between them and explore the relevant policy direction of Japan. How to maximize the development space and break through the inherent dual structure of urban and rural areas requires us to summarize the urban construction experience of Japan and other developed countries. At the same time, based on the reality of China’s urban and rural development,we should seek to continuously improve the new urbanization system, improve the employment environment of urban and rural residents, improve the quality of rural living standards, maintain social equity and promote the harmonious development of China’s social civilization.Firstly, this paper expounds the research background and content, research significance and methods; This paper defines the relevant concepts, discusses the theoretical basis of dual economic structure theory and regional economic growth, combs the relevant literature, and analyzes the development trend of Japan’s urbanization process, the change of urban and rural residents’ income and the income gap between urban and rural residents from three aspects: Japan’s economic development, the process of township merger and the change of urban and rural income.Build relevant empirical models to empirically test the relationship between the development level of urbanization and urban-rural income gap in Japan. The internal relationship is analyzed quantitatively, and the lag effect and interaction effect of each factor are tested. And specifically analyze the impact of each relevant factor on the urban-rural income gap.Based on the above analysis, this paper makes a comparative study from three aspects: the basic economic situation, urbanization and the development trend of urban-rural income gap.It also empirically analyzes the impact of Japanese urbanization on the income gap between urban and rural areas in Japan.Through comparative analysis and empirical research,we summarize the research results and get the enlightenment to China’s new urbanization and public service supply.
