The Impact Of Intellectual Property Administrative Protection On Enterprise Innovation

Since the reform and opening-up,the innovation input and output of Chinese enterprises have been growing.According to the 2021 Global Innovation Index(GII)released by World Intellectual Property Organization(WIPO),although the Chinese GII index ranks 12 th among131 economies,the secondary index of regulatory environment ranks 106 th.This makes people wonder what kind of system or policy encourages Chinese enterprises to carry out large-scale innovation activities when the intellectual property protection system is not perfect.Existing studies have carried out a lot of empirical analysis from the perspective of government subsidies,but there is a lack of discussion on government administrative protection.Considering that most international intellectual property protection systems focus on single judicial protection,while China implements a "dual track system" of judicial protection and administrative protection,the administrative measures for intellectual property protection with Chinese characteristics may be a valid answer to the above question.As an important quality management system,the selection of China Top Brand(CTB)implemented in China since 2001 was also a key administrative protection measure of intellectual property rights.Studying the impact of CTB selection on enterprise innovation output is conducive to the in-depth analysis of the administrative protection system of intellectual property rights.Meanwhile,as the Chinese economy enters a high-quality development stage,comprehensively improving the innovation quality of enterprises has become an important starting point of the current innovation incentive policy.Therefore,this thesis aims to explore the impact of intellectual property administrative protection on enterprise innovation,especially the quality of enterprise innovation through the CTB selection,and explore its possible heterogeneous impact on different types of enterprise innovation,so as to promote the improvement of intellectual property protection system,and then provide a strong environmental support for the in-depth implementation of innovation driven development strategy and accelerating the construction of an innovative country.Firstly,this thesis combs the related research on the impact of intellectual property protection on innovation and the antecedent variables of innovation quality.Then on the basis of summarizing the background of the Chinese intellectual property protection system and CTB selection,and summarizes the role of CTB selection in administrative protection of intellectual property rights.On this basis,this thesis summarizes the role of CTB selection in administrative protection,and puts forward the theoretical hypothesis of this thesis.In order to test the research hypothesis,this thesis uses the matching data of Chinese A-share listed companies and CTB from 2003 to 2015,constructs a time-varying difference in difference model for benchmark regression,and then tests the robustness of the benchmark results based on propensity score matching,controlling industry variables and placebo test.This thesis also makes an empirical test on the heterogeneous impact of intellectual property administrative protection on the innovation output of enterprises with different nature of property rights and degree of industry competition.The empirical results show that: first,the administrative protection of intellectual property rights can not only promote the growth of the amount of enterprise innovation output,but also significantly stimulate the improvement of the quality of enterprise innovation output;Second,the administrative protection of intellectual property can significantly promote the improvement of the innovation output level of state-owned enterprises,and the incentive effect on the innovation quality is more significant,but it has no significant impact on the innovation output of non-state-owned enterprises;Third,the administrative protection of intellectual property rights can effectively stimulate the innovation output of enterprises in industries with low competition and promote the innovation quality more significantly,but the innovation output of enterprises in industries with high competition has no significant impact.Based on the research conclusions and the practical requirements of comprehensively strengthening the level of intellectual property protection,this thesis puts forward the following policy suggestions: first,pay attention to the intellectual property administrative protection system and improve the level of intellectual property administrative protection;Second,strengthen targeted measures for the administrative protection of intellectual property rights for different types of enterprises,and actively build a good and open innovation ecosystem;Third,strengthen the connection between the administrative and judicial protection of intellectual property rights,and build a working mechanism for the great protection of intellectual property rights.
