The tide of economic globalization is surging,information technology is advancing with each passing day,and social development is advancing by leaps and bounds.As the main pillar of the national economy,the development of the construction industry is also becoming more and more rapid,the competition in the industry is increasingly intensified,the production and operation fields of enterprises are increasing day by day,accounting matters are becoming more and more complicated,and the task of financial management is becoming more and more difficult.Therefore,enterprises are trying to carry out financial reforms.The establishment of a financial sharing center can not only improve the quality of accounting information,facilitate financial transformation and upgrading,but also promote the achievement of the group’s overall strategic goals.But at the same time,the change of business process has also transferred and added many risk points,which increases the financial risk of the enterprise and increases the problems of internal control accordingly.Therefore,it is necessary to pay attention to the internal control of the financial sharing center,and actively explore the optimization countermeasures.This paper selects a large construction company-China Railway Construction Corporation as a case study,through going deep into the case company for many times,to have an in-depth understanding of the construction of its financial sharing center,the operation of internal control,etc.;and went to the Compony’s financial sharing center to conduct internship research work,participated in actual business operations,communicated and talked with different departments,and learned more about the existence of internal control in its financial sharing center.On the basis of the five elements of internal control,classification and analysis are made,and on this basis,targeted optimization suggestions are given to help China Railway Construction Corporation improve the internal control system of its financial sharing center,and also provide reference and guidelines for other enterprises.In view of the existing problems,the following optimization suggestions are given: in terms of the internal environment,strengthen business training and communication,implement a job rotation system,and promote the integration of business and finance;establish a comprehensive,multi-angle and differentiated performance appraisal mechanism,open up internal mobility and promotion channels for employees,and stimulate employees’ enthusiasm for work.In terms of risk assessment,set up an independent risk management department to strengthen risk control management;improve risk management mechanism,and implement accountability and punishment mechanism.In terms of control activities,the budget management module and tax management module are added,and the material management module is integrated.In addition,financial pre-review posts are set up in the subordinate units and project departments of the group company,and a special customer credit rating review department and accounts receivable collection are established.department,and continuously optimize the management of business processes.In terms of information and communication,strengthen the construction of information systems,focus on the daily maintenance of the information platform and shorten the update cycle;broaden the internal and external information communication channels of the group,and flexibly use various information communication methods to truly realize information sharing.In terms of internal supervision,the Company should build a "cloud audit" platform by using the financial data sharing platform and information system,and flexibly use various audit methods to improve the quality of internal audit work;establish an independent internal control evaluation group to improve the construction of the internal control department.
