Research On The Safety Supervision Of Special Equipment In J Province Under The Perspective Of Risk Managemen

Special equipment is widely used in various fields of production and life,and plays a pivotal role in social development.The application of special equipment has public safety attributes and potential safety risks.Its safety supervision is a major issue in modern society,which is related to the safety of economic and social development and the stability of people’s life and property safety.After more than 40 years of exploration,although the safety supervision of special equipment in my country has been significantly improved,safety accidents of special equipment still occur from time to time,especially the explosion of boilers and the casualties caused by elevators,which have attracted widespread attention of the whole society.With the continuous emergence of new problems in the safety supervision of special equipment,strengthening risk prevention and improving the level of safety supervision of special equipment is still a direction worthy of research.As a relatively developed province in China,J province has a large number of special equipment.In recent years,the incidence of special equipment safety accidents and the casualty rate caused by safety accidents have been declining year by year in J Province,but the potential safety hazards and risks cannot be ignored.Especially in the context of the rapid increase in the number of special equipment,it is difficult for safety supervision agencies and supervisors to comprehensively and effectively prevent and control possible safety risks.Although the special equipment safety supervision system has been formed in J Province,with the development of economic and social environment and the increase of the use of special equipment,some problems are still exposed in safety supervision.The government-led supervision mode can neither meet the growing requirements of special equipment safety supervision.It is also unable to effectively prevent and control the security risks of special equipment in different links(especially in operation).Based on this,this paper takes the risk management theory as the core,and on the basis of a comprehensive analysis of the current situation of special equipment safety supervision in J Province,it points out that there are safety risk prevention responsibility subjects of users in the current special equipment safety supervision in J province.The risk management ability of the "first responsible person" is limited;Supervision,inspection institutions in the safety risk supervision capacity is inadequate.Based on the results and advanced experience of my investigation and boiler inspection work,the author analyzed and studied the factors causing the above problems,and further proposed that the special safety supervision measures should be improved from four aspects: namely,the establishment of special equipment safety supervision risk level and safety risk management standards;Expansion of safety risk supervision subject and improvement of responsibility sharing mechanism;Improve the safety risk management level of special equipment users;Improvement of cooperation mechanism of special equipment safety risk prediction and control.
