| The report of the 19 th National Congress of the Communist Party of China put forward the concept of governing the country according to law,combined with the current situation of my country’s land finance,land cost methods and approaches are of great significance for promoting economic development and guarding the gate of state-owned assets.Due to the short historical process of my country’s real estate market and the impact of local financial conditions,due to the single way of quantifying land costs,a large number of problems left over from the history of the real estate market broke out,which had a serious impact on local economic development,the improvement of people’s living standards and the rule of law.The unclear quantification of land costs will greatly hinder the effective use of land resources and directly affect the development of regional economy and the improvement of people’s living standards.,reducing the flow rate of factors of production.This article takes a representative Huimin District Guangming City project as an entity study case.On the basis of sorting out the problems in the process of quantifying its land cost,and under the guidance of the concept of ruling the country according to law,it points out the difference between the requirements of traditional methods of land cost quantification and the actual situation of the project;Next,use remote sensing satellite imagery to solve the historical land cost accounting problem with fair cost assessment.Based on the review and summary of the theory of power boundary,governance theory,land price theory,land valuation theory,as well as the existing research in academia,this paper analyzes and defines the concepts of land elements and land cost,and explores and solves the problem of Guangming in Huimin District of Hohhot City.The method of land cost accounting in the problems left over from the history of urban land.This paper uses the method of literature analysis and induction to summarize and analyze the types and emphases of the relevant land policies in Inner Mongolia Autonomous Region and Hohhot City.)Policy continuity is weak(3)There are fewer land cost quantification policies(4)The policy update speed is slow(5)The cost quantification method is single.In view of the problems existing in local policies,it is proposed that(1)strictly regulate the boundary of power(2)attach importance to the connection between policies(3)increase the number of policies related to land cost quantification(4)speed up policy update(5)multiple cost quantification method and other policy recommendations.Using the method of case analysis and empirical research,this paper conducts case analysis and quantitative method exploration for the historical problems of Guangming City,Huimin District,Hohhot City.This paper expounds the principles and steps required for the traditional land cost quantification method,that is,the auditing and accounting method,and finds the defects that the land cost quantification work cannot accurately verify and calculate the land cost in view of the problems left over by the land history.Aiming at the shortcomings of the traditional land cost quantification method,namely the audit accounting method,a new method of cost quantification is proposed: on the basis of fully respecting the historical state of the land,the land cost quantification method is used to quantify the historical problems of Guangming City,Huimin District,Hohhot City,and carry out Evidence.Then,the new method is compared with the traditional accounting method,namely the audit accounting method,and the shortcomings of the original quantification method are proposed: the land cost cannot be accurately verified and calculated,and a new quantification method is proposed in the process of data acquisition and quantification method.advantage.Summarizing a new quantitative approach is convenient to better solve the problems left over by the history of land,so as to achieve the goals of avoiding the loss of state-owned assets,releasing the energy of land resources,maintaining public rights,and protecting private rights.Finally,the research results of this paper are summarized. |
